On May 27, 2023, a business meeting was held between Khazar University Rector Irade Khalilova, Mexican Ambassador to Azerbaijan Maria Victoria Romero Caballero and Mexican MP Elvia Vigil at the Museum Inn restaurant in Baku.

Note that, Elvia Vigil participated in the 2nd International Conference (May 24-26, 2023) called “Mine Action – The Path to Reaching Sustainable Development Goals” held in Baku.

In the meeting with Elvia Vigil, preliminary discussions were held about the cooperation project between Technical University of Matamoros and Khazar University. It was noted that the cooperation will continue with the participation of the embassies of both countries, holding meetings in video format and identifying areas of cooperation by educational institutions.
