On May 30-31, 2025, the "Khazar University Forum" was held at the "Pearl Flower" Conference Center of "Dunya" School, organized by Khazar University's Department of Political Sciences and Philosophy and in partnership with Türkiye’s Ankara Hacı Bayram Veli University Faculty of Economics and Management, Ibn Haldun University's Heydar Aliyev Eurasian Studies Center, and Istanbul Culture University's Department of International Relations.
The forum, conducted in hybrid format, was attended by Nijat Mammadli, Advisor to the Minister of Science and Education of the Republic of Azerbaijan, Khazar University leadership and staff, and scholars and specialists from Azerbaijan, Türkiye, Pakistan, China, Kazakhstan, Uzbekistan, the United Kingdom of Great Britain and Northern Ireland, the Netherlands, and Malaysia.
The Ambassador Extraordinary and Plenipotentiary of the People's Democratic Republic of Algeria to Azerbaijan Zakiya Ighil, the Ambassador Extraordinary and Plenipotentiary of the Hashemite Kingdom of Jordan to Azerbaijan Omar Barakat Al-Nahar, representative of the US Embassy in Azerbaijan Kenan Mustafayev, and representative of the Mexican Embassy Rodolfo Ivan Garcia Gonzalez were guests of the forum.
During the event, a presentation was held for the newly established Technologies and Artificial Intelligence Center at Khazar University.
This forum, which was the first international scientific conference of Khazar University's Department of Political Sciences and Philosophy, was dedicated to the theme "Navigating Sovereignty in the Digital Age." The topic was chosen with special consideration for the declaration of 2025 as the "Year of Constitution and Sovereignty" in Azerbaijan and the growing impact of artificial intelligence on state governance and the concept of sovereignty. A total of 49 presentations from participating countries were delivered in both physical and online formats.
The forum began with a speech by Prof. Acad. Hamlet Isakhanli, founder of Khazar University and Chairman of the Board of Directors and Trustees. Subsequently, Nijat Mammadli, Advisor to the Minister of Science and Education of the Republic of Azerbaijan; Prof. Dr. Özcan Erka Akgün, Vice-Rector of Ibn Haldun University; Prof. Muhittin Ataman, Professor at Ankara Social Sciences University, Advisor to the President of Türkiye, and Editor-in-Chief of the Scopus-indexed journal "Insight Turkey"; and Prof. Fırat Purtaş, Professor and Dean at Ankara Hacı Bayram Veli University and Editor-in-Chief of the Scopus-indexed "Bilig" - Turkish World Social Sciences Journal, delivered speeches.
Following the opening speeches, Hamlet Isakhanli presented plaques to the speakers, and the guests from Türkiye also presented him with gifts.
After the opening ceremony, Prof. Muhittin Ataman moderated the forum's first panel, with panel participants being Assoc. Prof. Orkhan Valiyev, Director of Khazar University's Department of Political Sciences and Philosophy; Dr. Gloria Shkurti Özdemir, Lecturer at Khazar University and SETA Istanbul staff member; and Prof. Dr. Erman Akıllı, Professor at Ankara Hacı Bayram Veli University and Director of the newly established Technologies and Artificial Intelligence Center.
Subsequently, Ibn Haldun University's special panel commenced. This session, moderated by Assoc. Prof. Orkhan Valiyev, included panel participants Prof. Özcan Erka Akgün, Vice-Rector of Ibn Haldun University; Prof. Yaşar Sarı, Director of Ibn Haldun University's Heydar Aliyev Eurasian Studies Center; and doctoral candidate Chountagi Bekir, assistant at the same Center.
Four panel sessions were held on May 30 (two face-to-face, two online), and nine panel sessions on May 31 (five face-to-face, four online).
At the end of the forum, participants took commemorative photographs.
