On May 31, 2023, the first seminar of the "China Time Lectures" project was held under the organization of the China Research Center of Khazar University. A delegation of the Chinese Academy of Social Sciences visited the university at the invitation of Khazar University to participate in the seminar. The guests were received by the rector of the university, Irade Khalilova, and opinions were exchanged on cooperation issues of mutual interest.

Professor Tien Diwen, deputy director of the Institute of Russia, East Europe and Central Asia of the Chinese Academy of Social Sciences, spoke on "China-style modernization and foreign policy within the framework of the 'Belt and Road' initiative" at the seminar. The speaker pointed out that the main development goal of modern China is Chinese-style modernization. At the same time, it was emphasized that the "Belt and Road" initiative is not only the main component of China's modernization policy, but also a new and productive means of cooperation with the countries of the world. In addition, the speaker brought to the attention of the listeners the development path of modern China, the achieved successes, and cooperation with the nations of the world based on mutual benefit within the framework of the "Belt and Road" initiative. At the end, the speaker was awarded a certificate on behalf of Khazar University.

Khazar University's China Research Center was established in October 2022 in cooperation with the World Center for Chinese Studies. The center specializes in research on China.
