On February 24, 2026, Assoc. Prof. Telman Nusratoglu, Head of the Department of History and Archaeology at Khazar University, commented on the topic "Azerbaijan Strengthens Its International Standing Through an Active Role in Peace Initiatives" at AzerTAc.
The department head stated that the Patriotic War, which began on September 27, 2020, and lasted 44 days, should be regarded not only as a turning point in Azerbaijan's modern history but also as a significant milestone in terms of the application of international law. According to him, the historical roots of the conflict date back to the early 20th century, and following 1991, a portion of Azerbaijani territories was occupied as a result of Armenia's military aggression. UN Security Council Resolutions 822, 853, 874, and 884, adopted in 1993, remained unimplemented for an extended period.
Assoc. Prof. Telman Nusratoglu noted that the military operations carried out in 2020 were conducted within the framework of the right to self-defense in accordance with Article 51 of the UN Charter, resulting in the restoration of the country's territorial integrity. He emphasized that the norms and principles of international humanitarian law were observed throughout the operations.
The department head stated that following the trilateral statement of November 10, 2020, new political realities took shape in the region. During the post-conflict phase, ongoing negotiations on delimitation, the opening of communications, and the drafting of a peace treaty are laying an important foundation for long-term stability in the South Caucasus.
In Assoc. Prof. Telman Nusratoglu's view, against the backdrop of global geopolitical shifts, it is necessary to improve the mechanisms of the international security system, particularly those of the UN Security Council. Azerbaijan, through its balanced and multilateral foreign policy course, is actively participating in regional and global peace initiatives, thereby consolidating its international standing.
