Dr. Muhammad Imran of Khazar University's English Language and Literature Department has published an article titled “Evaluating oral reading fluency in English as a Second Language: A quantitative analysis" in Reading and Writing, Vol. 16(1), a Scopus Q2 and Web of Science- Q2 with 0.7 Impact Factor journal.
This study provides quantitative benchmarks of oral reading fluency among ESL learners, revealing significantly low reading rates and underscoring the urgent need for systematic reading interventions in public schools. It highlights the critical gap between expected fluency norms and actual learner performance, calling for immediate policy and pedagogical reforms.
