On February 17, 2026, a Transnational Education (TNE) Forum was held at the Radisson Hotel in Baku, co-hosted by the British Council and Khazar University under the "Going Global Partnership" programme.
The event featured addresses by British Ambassador to Azerbaijan Fergus Auld, British Council Country Director Nargiz Hajiyeva, Khazar University Rector Dr. Raziya Isayeva, British Council Head of Higher Education Systems and Internationalisation Eduardo Ramos (online), Executive Director of the University of East London Global Campus Dr. Gulnara Stover, Head of International Development at Heriot-Watt University Jared Phillippi, Rector of Azerbaijan State Oil and Industry University Rufat Azizov, Head of the International Relations Department at Baku Higher Oil School Konul Maharramova, and visiting professor from Queen's University Belfast Dr. Vahid Garousi at Azerbaijan Technical University.
Khazar University Rector Dr. Raziya Isayeva delivered a presentation titled "Reimagining Internationalisation: Khazar University's Model of Transnational Higher Education," sharing the university's transnational education experience. She noted that the forum's primary objectives are to strengthen and expand transnational education initiatives between Azerbaijan and the United Kingdom, and to explore higher education mechanisms and tools that support the development of transnational education.
Khazar was also represented at the forum by deans, department heads, and other staff members.
The forum featured presentations by experts from international universities — including the University of East London Global Campus, Queen's University Belfast, and Heriot-Watt University — alongside local universities with best practices in TNE implementation.
