The Ambassador Extraordinary and Plenipotentiary of the United Mexican States to the Republic of Azerbaijan, María Victoria Romero Caballero, visited Khazar University on February 18, 2026. The Ambassador met with the university's rector, Dr. Raziya Isayeva.
During the meeting, possible directions of cooperation between the embassy and the university were discussed, along with joint projects, with particular attention given to partnership opportunities with Universidad Panamericana. At the end of the meeting, held in a productive and constructive atmosphere, a commemorative gift was presented to the Ambassador.
Subsequently, on February 18, 2026, a Memorandum of Understanding (MoU) was signed between Khazar University and the Universidad Panamericana of the United Mexican States, aimed at expanding cooperation in the fields of higher education and research.
At the signing ceremony, Khazar University was represented by Rector Dr. Raziya Isayeva and the Head of the International Relations Office, Dr. Firuz Suleymanov, while Universidad Panamericana was represented by the Director of the International Relations Office, Paulina León. The event was also attended by the Ambassador Extraordinary and Plenipotentiary of the United Mexican States to the Republic of Azerbaijan, María Victoria Romero Caballero, as well as a representative of the Ministry of Foreign Affairs of Azerbaijan, Seymur Fataliyev.
Within the framework of the meeting, opportunities for cooperation between the two universities, exchange programs, and the strengthening of ties were discussed, with views exchanged on next steps. The parties shared their perspectives on developing academic relations and establishing sustained cooperation.
Under the Memorandum, student and faculty exchanges, summer schools, and short-term academic courses are planned. In addition, the agreement encompasses the organization of joint research projects, seminars, and conferences, as well as the development of joint academic programs. The parties emphasized that this cooperation will make a significant contribution to the advancement of academic and cultural ties between Azerbaijan and Mexico.
