By the order of the President of the Republic of Azerbaijan Ilham Aliyev dated May 24, 2022, Samir Mammadov Gachay was appointed Deputy Minister of Digital Development and Transport of the Republic of Azerbaijan.
Samir Mammadov was born on June 15, 1974 in Baku. He received a bachelor's degree in International Economic Relations from Khazar University in 1993-1998, a master's degree in Business Administration and Management from the Azerbaijan State University of Economics in 2004-2006, and received his PhD in ICT in Education from the University of Edinburgh, Scotland in 2010-2016.
In 1993-1998, Samir Mammadov held various positions in the US humanitarian organization “Relief International”. In 1998, he worked as a special project coordinator at “Unocal Khazar Ltd.” oil company.
In 1998-1999, Samir Mammadov worked as a manager at Mobile Exploration & “Producing Azerbaijan Inc.” In 1999-2006, he was Deputy Director and later Director of the Azerbaijan Office of the US humanitarian organization “Relief International”.
In 2006, he was appointed to the Ministry of Education of the Republic of Azerbaijan as the head of the management group of the "Program for the provision of secondary schools of the Republic of Azerbaijan with information and communication technologies." In 2008-2017, he worked as the head of the Department of Informatization of the Education System under the Ministry of Education of the Republic of Azerbaijan.
Samir Mammadov worked at Baku Engineering University in 2017-2019. In 2019, he worked as a director at ”Enginet Invest” LLC.
In 2021, he was appointed Chief of Staff of the Ministry of Transport, Communications and High Technologies. He speaks Russian and English.
He is married.
