The Head of the Department of Political Science and Philosophy at Khazar University, Associate Professor Orkhan Valiyev, participated as a lecturer in the Second International Turkic World Summer School held from June 23-27, 2025, organized by Ibn Haldun University and the Heydar Aliyev Center for Eurasian Studies, in partnership with the Organization of Turkic States and various universities of the Turkic World. This year's summer school was dedicated to the theme "Rising Turkic World."

At the opening ceremony of the summer school, speeches were delivered by Director of the Heydar Aliyev Center for Eurasian Studies Prof. Yaşar Sarı, Rector of Ibn Haldun University Prof. Atilla Arkan, Deputy Chairman of the Board of Directors of Ibn Haldun University Necmeddin Bilal Erdoğan, Deputy Director General for the Caucasus at the Ministry of Foreign Affairs of the Republic of Türkiye Ayşe Uzer, Deputy Secretary-General of the Organization of Turkic States Sadi Jafarov, Chairman of the Board of Directors of Istanbul Commerce University İsrafil Kuralay, Chairman of the Board of Directors of Kyrgyzstan-Türkiye Manas University İbrahim Çapak, Chairman of the Board of Directors of Ahmet Yesevi University Muhittin Şimşek, Deputy of the Grand National Assembly of Türkiye Şamil Ayrım, Secretary-General of TURKPA Ramil Hasan, and Chairman of the Turkish Investment Fund Bağhdad Amrayev, among others.

Within the framework of the summer school attended by representatives from 27 countries, the past, present, and future of the Turkic world were extensively discussed from political, historical, cultural, and economic perspectives.

Following the opening of the summer school, Associate Professor Orkhan Valiyev held a meeting with Rector of Ibn Haldun University Prof. Atilla Arkan and Vice-Rector Prof. Özcan Erkan Akgün regarding future cooperation opportunities with Khazar University. During the meeting, Associate Professor Valiyev expressed his gratitude to Rector Prof. Arkan for their support of the "Khazar University Forum - 2025" held on May 29-30, 2025, organized by the Department of Political Science and Philosophy of Khazar University. At the end of the meeting, a gift was presented to Rector Atilla Arkan on behalf of the Chairman of the Board of Directors and Trustees of Khazar University Prof. Academician Hamlet Isakhanli, while Vice-Rector Özcan Erkan Akgün was presented with Hamlet Isakhanli's books "In Search of the Caspian" and "The Karabagh Knot."

During the following four days of the summer school, lectures on various topics, interactive discussions, and book presentations were held. Orkhan Valiyev, invited to the summer school for the second time, delivered a lecture on "Organization of Turkic States and the Search for Unity." In his presentation, he emphasized the organization's role in forming common culture and identity, stating that for the construction of common identity, each member state must first complete national identity building within itself. The lecture highlighted the possibility of building a common Turkic identity and culture after member states successfully form their national identities.

The summer school concluded on June 27 with the presentation of certificates to lecturers and participants.
