Rufat Mahmud, an alumnus of Khazar University, has been appointed as Chairman of the Board of "Icherisheher" State Historical-Architectural Reserve Administration by Presidential Decree dated February 13, 2025. The previous chairman, Shahin Seyidzade, was released from his position following his election as a member of Parliament.
Born in 1975, Rufat Mahmud completed his bachelor's degree at Khazar University (1992-1997) and obtained his master's degree from the State University of Economics (2000-2002).
He furthered his education at the Maxwell School of Citizenship and Public Affairs at Syracuse University (New York) during 2006-2007.
In 2001-2006, he worked as a department head at the Ministry of Economy.
In 2007, he was a consultant at the World Bank, and in 2008-2009, he was a department head at the Ministry of Economy.
R. Mahmud, who worked at the International Monetary Fund in 2009-2010, served as the Chairman of the Supervisory Board of the Association of Accountants and Risk Professionals of Azerbaijan (ARPA) in 2009-2018, and at the same time, he worked as the Executive Director of the "Maarifchi" Student Loan Fund operating under the Ministry of Education.
In 2019-2022, he worked as an advisor to the Chairman of the State Committee for Urban Planning and Architecture.
In January 2023, he was appointed General Director of "SOCAR RUS", a subsidiary of the State Oil Company in Russia, and held that position until a new appointment.
