Dear Professor Hamlet Isakhanli,

On the occasion of the 35th anniversary of the founding of Khazar University, I extend my heartfelt congratulations and warmest wishes to you, the faculty members, and colleagues of the University on behalf of the community of Azerbaijan State Pedagogical University and myself personally.

Over the 35 years since you laid its foundations, Khazar University has made significant contributions to the development of higher education in our country, achieving notable success in the formation of a modern and innovative educational environment. The University has attained remarkable results in the implementation of modern educational principles, the training of highly qualified specialists, the advancement of scientific research, the expansion of international academic cooperation, and the integration into global higher education institutions. The professional faculty, the creative and entrepreneurial student environment, as well as the projects implemented toward integration into the world's leading academic venues have further enhanced the University's prestige.

Today, Khazar University is recognized not only as a center of education, but also as one of the important academic hubs where scholarly exchange of ideas, innovative concepts, and contemporary thinking are cultivated.

We are confident that Khazar University will continue to uphold its traditions in the years ahead, achieving new milestones in education and science, and will continue to make significant contributions to the development of the national higher education system and the expansion of international academic collaboration.
