Head of Khazar University's Department of Political Sciences and Philosophy Dr. Orkhan Valiyev stated in a discussion on the live broadcast of Arb24 TV on September 5, 2023 that the probability of another war is low and that the Azerbaijani armed forces will conduct an anti-terrorist operation if the separatists do not surrender. Dr. Valiyev joined the live broadcast of Arb24 TV to comment on the local anti-terrorist operation launched by the Azerbaijani armed forces on September 19. Dr. Valiyev stated that, as predicted, the anti-terrorist operation has started and Azerbaijan can stop the operations only if the separatists agree to the offer of surrender and negotiations.
