On February 28, 2019, Dr. Irada Khalilova, Acting Rector of Khazar University chaired the second meeting of the Scientific Council for the 2018-2019 academic year. In an opening statement, Dr. Irada Khalilova introduced members of the Scientific-Administrative Council with the agenda and gave word to Professor Mahammad Nuriyev, the Vice-Rector for Academic Affairs, to provide information about the new composition of the Board. Mahammad Nuriyev informed the members of the Scientific Council about new composition of the Board as the result of structural changes took place in the University during the recent period.

Professor Hamlet Isakhanli, the founder of Khazar University, Chairman of its Board of Directors and Trustees, speaking at the meeting highlighted the indespensable reasons for the recent structural changes in Khazar University and outlined his considerations on further strategic directions of the University's development. He said that, first of all, such criteria as the quality of professionalism, commitment and honesty is required from everyone working at Khazar University. He noted that the Khazar University has a need for modernization in order to maintain its worthy place in the world of education, and that for this purpose it is necessary to give special preference to the staff who are fluent in English, as well as to increase the number of subjects taught in English. Professor Hamlet Isakhanli also indicated that the quality of the work done with the students should be raised and their responses to the questionnaire survey should be thoroughly considered. H.Isakhanli, at the end of his speech, presented a special certificate and awards to the following members of the staff, who were most competitive according to the results of the survey, conducted among Khazar University staff: Ali Huseynli, Head of Mathematics Department; Jeyhun Mammadov, Dean of the School of Economics and Management; Mahammad Sharifov, Head of Computer Science Department; Bahadir Baysal, Coordinator of Economics and Management Department, Irada Khalilova, Acting Rector; Jabir Khalilov, Head of the Legal Department; Valida Karimova, Vice-Dean of the Faculty of Humanities, Education and Social Sciences; Roza Arazova, Head of Department of History and Archeology; Vafa Aslanova, Vice-Dean for Student Affairs of the Faculty of Natural Sciences and Engineering; Raziye Isayeva, Director of the Development Center; Jabir Mammadli, Coordinator of Division of Graduate Studies and Research; Tatyana Zaytseva, Director of the Library Information Center; Maleyka Huseynova Manager of the Maintenance Office; Farid Musayev, Head of Information Technology Office; Lamiya Namazova, Head of Admission and Information Office; Aytaj Misgerli, Deputy Director of Library Information Center.

Delivering talk with regards to the second issue on the agenda, Professor Mahammad Nuriyev, the Vice-Rector for Academic Affairs, provided extensive information on the results of winter examinations for the 2018-2019 academic year and the challenges ahead for the summer semester. Members of the Scientific Council shared their views on the issues discussed.
