An article entitled “The Azerbaijan Democratic Republic and restoration of our national rights: the first document on the state language” by Assoc.Prof. Khagan Balayev, the instructor of the Department of History and Archaeology of Khazar University, was published in the first issue for 2018 of “Science review” journal of Western Caspian University.

The article broadly interprets the need for, and application of historical decision "The adoption of Turkish as the state language and the temporary use of the Russian language in state institutions" approved by the Council of Ministers of the Azerbaijan Democratic Republic on June 27, 1918.
