On December 17, 2019, H. E. Dr. Wolfgang Maning, Extraordinary and Plenipotentiary Ambassador of Federal Republic of Germany to Azerbaijan paid a visit to Khazar University.
Ambassador Maning met with Khazar University leadership and staff members. The meeting was attended by Prof. Hamlet Isakhanli, the Founder of Khazar University, and Chairman of its Board of Directors and Trustees; Associate Professor Irada Khalilova, Rector of Khazar University; Professor Mahammad Nuriyev, Vice-Rector for Academic Affairs; Ms. Raziya Isayeva, Director of Development Center; Dr. Jeyhun Mammadov, Dean of the School of Management and Economics; Dr. Elmar Mustafayev, Head of the Political Science and Philosophy Department and Dr.Anar Jafarov, Instructor at Political Science and Philosophy Department.
H. E. Ambassador was informed about the history of Khazar University, its degree programs, research capacity, and international relations. Furthermore, he was briefed about the joint project of Khazar University and Tubingen University in Germany that recently received a grant from the DAAD.
Following the meeting, Wolfgang Maning met with students of the Political Science and Philosophy Department and delivered a seminar on “Liberal Society: Once shining Example-now Scapegoat?”. The seminar was focused on the advantages of liberal society by providing examples from consolidated liberal countries.
Ambassador concluded his presentation by welcoming questions from the audience after which he expressed his gratitude to Khazar University administration for an invitation and expressed his joy for an interesting and interactive seminar with students of Political Science and Philosophy Department.

On December 6, 2019, on the occasion of the International Day of Solidarity with the Palestinian People, the Political Science & Philosophy Department organized a seminar with H.E. Nasser Abdel Karem, the Ambassador of Palestine to Azerbaijan, entitled “The Peace, Stability, and Security in Palestine and the Middle East”.
The students were informed about the historical background of the Palestinian conflict, current developments in the peace process, and challenges to a two-state solution. The seminar was followed by a Q&A session.
The seminar was also attended by the United Nations National Information Officer of the Department of Global Communications, Dr. Rashad Huseynov, who read the UN Secretary General António Guterres' message on International Day of Solidarity with the Palestinian People.

On December 2, 2019, Dr. Nicholas Ross Smith, Instructor of the University of Nottingham Ningbo, conducted a seminar for Khazar University students of the Political Science and Philosophy department on “When Hedging Goes Wrong: A Neoclassical Realist Assessment of Ukraine's Failed hedge of the EU and Russia”.
In the introduction to the topic, Dr. Smith gave a brief overview of the benefits and potential threats of dual vector and multi-vector foreign policy and then explained the topic to students in a Ukrainian case. The difficulties of Ukraine's cooperation with Russia and the West, as well as the current situation in the region, were discussed.
The seminar was concluded with a question-and-answer session, and Dr.Smith thanked students for their active participation.

On November 28, 2019, Aynura Babayeva held an interactive seminar for the students of the Political Science and Philosophy Department. The seminar on “Post-modern interpretations of peace” was focused on the coexistence of peace and war, how the peace is currently seen.

On November 28, 2019, Dr. Najiba Mustafayeva held an interactive seminar with students of the Political Science and Philosophy Department. The seminar on “The use of force in international law” was focused on the legitimacy of the use of force in modern international relations and then students were provided with case-studies.

On November 1, 2019, H.E. Ambassador Kestutis JANKAUSKAS, head of the European Union Delegation to the Republic of Azerbaijan, delivered a seminar at Khazar University. Ambassador’s “EU-Azerbaijan Relations” seminar was focused on the role of Azerbaijan in the Eastern Partnership and prospects of bilateral and multilateral relations between the EU and Azerbaijan.
Ambassador JANKAUSKAS concluded his seminar by welcoming questions from the audience after which he thanked the students for their active participation.

On July 14-28, 2019, students of Khazar University – Aygun Aliyeva, Asiman Gojayev, Jafar Allahverdiyev majoring in European Studies and Narmin Aliyeva majoring in MBA participated in a training hosted by Summer School of Tbilisi and Oslo. During the Summer School Program the students were guided by Dr. Jeyhun Mammadov, Dean of the School of Economics and Management and Dr. Elmar Mustafayev, Head of the Political Science and Philosophy Department.
The Summer School was organized within the “Intercultural Communication in Academic Settings in South Caucasus and Norway” project and hosted the participants from Oslo Metropolitan University, Khazar University, and Tbilisi State University.
The Summer school aimed to develop strong ties among partner universities in terms of enhancing intercultural communication skills and competence of students, contributing to internationalization and establishing research collaboration.
The first week of the Summer School was organized at Tbilisi State University and covered the following multidisciplinary topics: “Basic concepts of intercultural communication and competence – social psychological perspectives”, “Basic concepts of intercultural communication and competence – anthropological perspectives”, “Stereotypes”, “Public attitudes and the media”, “Communication between deaf and hearing people as intercultural communication”, “Interpreting as intercultural communication”. Moreover, students had a field trip to International Organization for Migration in Georgia and got acquainted with the current migration trends in the South Caucasus region.
The second week of the Summer School was hosted by Oslo Metropolitan University and touched upon the following topics: “Why are Norwegians the way they are?”, “Media and global culture”, “Salafism, a new religious youth movement in Norway”, “Basic concepts of intercultural communication and competence – social psychological perspectives”, “Roma and educational policy”, and “Tolerance and respect”. Furthermore, the students visited the Refstad Immigration Center in Oslo. The field trip was aimed at acquainting the students with the Norwegian immigration and asylum procedure.
The visit has also provided an opportunity for our students to talk with asylum seekers, to see the facilities where they are settled, and to have lunch with them.

On September 11, 2019, the Council of Europe Office in Azerbaijan and the Embassy of France in Azerbaijan organized a high-level Conference “Our Rights, our Freedoms, our Europe” on the occasion of the 70th anniversary of the Council of Europe and the French Presidency of the Committee of Ministers of the Council of Europe. The Conference discussed the historic role of the Council of Europe in promoting human rights, democracy and the rule of law in Europe, as well as at the current and future challenges to be met by the Organization and its Member States.
The keynote speakers of the Conference included Ms. Liliane MAURY PASQUIER, President of the Parliamentary Assembly of the Council of Europe and Prof. Elmira Suleymanova, Ombudsperson of the Republic of Azerbaijan. Following the keynote speeches, the Conference continued the proceeding with a panel debate. The panelists of the debate included Prof. Samad Seyidov, Chair of the Azerbaijani Delegation at the Parliamentary Assembly of the Council of Europe; Mr. Christos Giakoumopoulos, Director General of the Directorate for General Human Rights and Rule of Law of the Council of Europe; Mr. Mahmud Mammad-Guliyev, Deputy Foreign Minister of the Republic of Azerbaijan; Mr. Ilgar Gurbanov, President of the European Commission for the Efficiency of Justice; Ms. Anna Capello-Brillat, Head of Confidence Building Measures Division of the Council of Europe's Directorate of Political Affairs; Dr. Ayca Ergun, Professor of European Affairs at Middle East Technical University and visiting Professor at ADA University. The high-level Conference was moderated by Dr. Elmar Mustafayev, Head of the Political Science and Philosophy Department of Khazar University.

Panel discussion on the 10th Anniversary of the Eastern Partnership

On May 13, 2019, to mark the 10th Anniversary of the Eastern Partnership, Khazar University together with the Embassy of Romania organized a panel discussion entitled “The Eastern Partnership: Expectations, Results & Outlook”. The debate brought together three distinguished experts - Mr. Paul IVAN, Senior Policy Analyst at the European Policy Centre; Dr. Farid SHAFIYEV, Chairman at Centre of Analysis of International Relations; Ms. Raziya ISAYEVA, Director of the Khazar University Development Office.
The panel was attended by H.E. Mr. Onno Kervers, the Ambassador of Netherlands; H.E. Mr. Nikolay Yankov, the Ambassador of Bulgaria; H.E. Mr. Georgi Leuka, the Ambassador of Moldova; H.E. Mr. Rodrigo Labardini, the Ambassador of Mexico; H.E. Dr. Elmar Mustafayev, Head of Political Science and Philosophy Department greeted guests and invited Assoc. Prof. Irada Khalilova, Rector of Khazar University to deliver her welcoming speech. Then H.E. Mr. Dan IANCU, Extraordinary and Plenipotentiary Ambassador of Romania to the Republic of Azerbaijan talked about the first mandate of Romania at the rotating Presidency of the Council of the European Union, its aims at promoting a vision focused on the principle of European cohesion on all dimensions - political, economic and social.
Following the welcome speeches, Mr. Paul IVAN, the first speaker of the panel discussion, gave information on the Eastern Partnership, its importance for the partner countries and the EU, and elaborated on whether this platform managed to bring EaP countries closer to the EU.
Dr. Farid Shafiyev, the second panelist, touched upon EU-Azerbaijan relations, and Eastern Partnership from the perspective of Azerbaijan. He briefed participants about the new negotiated treaty and said that almost 90 percent of the treaty agreed by the parties. According to Dr. Shafiyev, the new agreement will reflect national interests of Azerbaijan.
The panel discussion continued with the presentation of Ms. Raziya Isayeva on the importance of EU funded mobility and capacity building programmes in the development of human capital in Azerbaijan. She demonstrated facts and figures about the EU expenditures for different projects in six EaP countries and informed the audience about tangible and intangible gains of Azerbaijani higher education institutions from the active participation in several EU funded educational programs.

Khazar University Staff Members Participate in the Final Meeting of NIZAMI Project
1-4 April 2019
On April 1-4, 2019, Khazar University staff members – Dr. Jeyhun Mammadov, Dean of the School of Economics and Management; Dr. Tatyana Zayseva, Director of the Library and Information Center; and Dr. Elmar Mustafayev, Head of the Political Science and Philosophy Department – participated in the final meeting of Erasmus+ NIZAMI Project at Montpelier University, France. The project meeting was devoted to the final reports of partner universities on work packages and the dissemination event to be held on April 12, 2019.
The final meeting of NIZAMI Project was attended by partner universities and institutions from Azerbaijan – Azerbaijan National Academy of Science, Khazar University, Baku Engineering University, UNEC, Azerbaijan University of Languages, Azerbaijan University of Architecture and Construction, and Nakhchivan University – and programme universities from EU – Montpelier University, Barcelona University, and Lund University.
On the third day of the meeting, Dr. Elmar Mustafayev delivered a presentation on Work Package 2 of NIZAMI Project, Structuring Doctoral Education. The presentation briefed the participants about the Doctoral School Model of Khazar University established within the NIZAMI Project.

Ambassador Milos Strugar delivers a seminar at Khazar University

On March 13, 2019, Ambassador Milos Strugar, Executive director of the Conflux Center and UN Senior Mediation Adviser, delivered a lecture at Khazar University. Ambassador Strugar’s Seminar, entitled "International and regional peacekeeping policy", was focused on inter-state and intra-state conflicts and mediation process in an occurrence of the conflicts. During the seminar, the students were informed about the cycle of activities - conflict prevention and mediation, peacemaking, peace enforcement, peacebuilding - undertaken by the UN to maintain international peace and security throughout the world.
Ambassador Strugar’s seminar was followed by a Q&A session.
Following the seminar, Ambassador Milos Strugar met with Dr. Elmar Mustafayev, Head of the Political Science and Philosophy Department. Opportunities for mutual collaboration in research between Conflux Center and Political Science and Philosophy Department of Khazar University were discussed during the meeting.

Khazar students participated in the study trip to the European Parliament
9-22 December 2018
On December 9-22, 2018, two students, Aygun Aliyeva and Minakhanim Salimova, of the Department of Political Science and International Relations of Khazar University participated in the study trip to the European Parliament in Brussels. During the study trip, organized by the Youth Foundation of the Republic of Azerbaijan, the students visited several institutions of the European Union (European Parliament, European Commission, Council of Europe Union). Several members of the European Parliament and researchers delivered lectures to the participants. Moreover, our students met with Gaya Mammadov, Head of the Representation of the Republic of Azerbaijan to NATO; and Fuad Isgandarov, Extraordinary and Plenipotentiary Ambassador of the Republic of Azerbaijan to Belgium. Khazar University staff members visit Tbilisi State University
12-16 November 2018
On November 12-16, 2018, Khazar University staff members – Dr. Jeyhun Mammadov, Dean of the School of Economics and Management; Elmar Mustafayev, Coordinator of the Department of Political Science and International Relations; Nilufar Alizada, Instructor of the Department of Psychology; Rana Hasanova, Instructor of the Department of English Language and Literature – participated in teachers’ second meeting of the project "Intercultural encounters in academia and workplaces in South Caucasus and Norway" at Tbilisi State University. The project meeting brought together the representatives of Oslo Metropolitan University, Tbilisi State University, and Khazar University.
The aim of the meeting was to evaluate the work done so far, adjust the project goals and project plan accordingly, develop a detailed list of Summer School activities and responsible personnel, and discuss the ways how to incorporate non-academic partners into the courses to be established under this project.

Khazar University celebrates the Day of the Dead
1 November 2018
On November 1, 2018, one of Mexico’s most important celebrations, “Dia de los Muertos” (The Day of the Dead), was celebrated at Khazar University. The Day of the Dead is a Mexican national holiday that celebrates the lives of deceased friends and family. On this occasion, the Embassy of the United Mexican States in Azerbaijan together with Khazar University prepared the special altar exhibiting the brightly colored traditional folk costume, sugar skulls, a calaca, whole skeleton wearing human clothes, and fiesta toys.
At the first part of the event, Hamlet Isakhanli, Founder of Khazar University and Chairman of its Board of Directors and Trustees met with H.E. Mr. Rodrigo Labardini, the Ambassador of Mexico to Azerbaijan; he congratulated the ambassador on behalf of the staff and students of Khazar University, and wished robust health, peace and prosperity.
Following the meeting, H.E. Mr. Rodrigo Labardini, the Mexican Ambassador to Azerbaijan gave an introductory speech next to the altar that the holiday dates back to the pre-Hispanic culture of the Aztecs who often held festivals dedicated to the goddess Mictecacihuatl, known as the Lady of the Dead in honour of their loved ones who had passed away. After the introductory speech, the movie on the day of Dead was demonstrated to the students of Khazar University and following the movie, the ambassador discussed the scenes of the movie with the students and answered the questions of audience.

“Study opportunities in France” seminar was held at Khazar University

On October 26, 2018, Political Science and International Relations department organized a seminar on “Study opportunities in France” for the students of the Humanities and Social Sciences Faculty of Khazar University. The seminar was held by Ms. Raab Maureen, the representative of the Campus France Agency in Azerbaijan. During the seminar, the students were informed about French educational system, study opportunities in France, accommodation, costs of living, health insurance while studying in France, scholarship programs for Master and Bachelor degrees. In addition, Ms. Maureen gave information about online and distant programs as well as internship opportunities in France.

Guest speaker: Dr. Wolf Linder delivered a lecture at Khazar University

On October 25, 2018, Dr. Wolf Linder - political scientist and legal expert, and a member of Swiss Science Council - delivered a lecture at Khazar University. The lecture of Dr. Wolf Linder, entitled “The many ways to democracy – why and how Switzerland is different” was organized by Political Science and International Relations Department with the support of Embassy of Switzerland in Azerbaijan.
During the lecture, Swiss Confederation, the historical development of direct democracy, particularities, and limits of the Swiss democracy model, the Swiss system of power-sharing were discussed. Moreover, the students were informed about the EU-Switzerland relations, bilateral agreements, and Switzerland's adoption of EU law in order to perform in EU single market.

3 day lecture sessions of Dr. Stefano Braghiroli at Khazar University
16-18 October 2018
Within the Network for Developing European Studies in the Caucasus (DESCnet) project Political Science and International Relations Department organized 3-day lecture sessions with Dr. Stefano Braghiroli, Lecturer of European Studies at the Johan Skytte Institute of Political Studies of the University of Tartu.
On October 16, 2018, on the first day of the session, Dr. Stefano Braghiroli delivered a lecture on “Common Foreign and Security Policy of the EU and EU-NATO relations”. The students were informed on the foreign policy, defence diplomacy of the EU, historical development of the CFSP of the EU, EU-NATO relations, the role of NATO in the territorial defence of Europe.
On October 17, 2018, the lecture by the guest speaker, entitled “EU-Russia relations” provided an insight into Russia and the EU relations, mutual political influence and financial link of the two powers”. During the meeting, he also analyzed the relations of some individual member states of the EU and Russia, effects of bilateral relations on the EU-Russia relations.
After the second lecture, Dr. Stefano Braghiroli met with Dr. Hassan Niknafs, Rector of Khazar University. At the meeting, he was informed about the history of Khazar University, its degree programs, research capacity, and international relations. Also, mutual collaboration opportunities on student and staff exchange, establishment of double-degree programs and research between Khazar University and Tartu University were discussed during the meeting. The meeting was also attended by Raziya Isayeva, Director of Development Center; Elmar Mustafayev, Coordinator of the Department of Political Science and International Relations.
On October 18, 2018, the last day of the session was dedicated to the European Neighbourhood Policy and Eastern Partnership. The students were briefed on the evolution of the ENP, the dialogue between the EU and EaP countries on political and economic cooperation, security and migration, mobility, visa facilitation and readmission.

First Counselor of the EU Delegation to Azerbaijan delivers a lecture at Khazar University

On October 4, 2018, Mr. Denis Daniilidis, First Counselor of the EU Delegation to Azerbaijan delivered a lecture for the students of Khazar University. The lecture was also attended by honored guest H.E. Mr. Nikolay Yankov, the Ambassador of Bulgaria to Azerbaijan. A special lecture of the First Counselor, entitled “Actors of the EU Foreign Policy”, was organized, within the the Network for Developing European Studies in the Caucasus (DESCnet) project, by the Department of Political Science and International Relations of Khazar University. During the meeting, the students were informed about different strands of EU foreign policy, the role of institutions on policy-making, priorities of the EU foreign policy, and discussed the current issues such as Brexit, terrorism, migration as well as EU elections.
Mr. Denis Daniilidis concluded his lecture by welcoming questions from the audience.
After the lecture, Mr. Denis Daniilidis, the First Counselor met with Dr. Hassan Niknafs, Rector of Khazar University. At the meeting, Mr. Daniilidis was informed about the history of Khazar University, its degree programs, research capacity, and international relations. Mutual collaboration opportunities on organizing extracurricular activities, such as simulation, summer school, training courses were also discussed during the meeting.

Khazar University staff members visit Oslo Metropolitan University
3-7 September 2018
On September 3-7, 2018, Khazar University staff members – Dr. Jeyhun Mammadov, Dean of the School of Economics and Management; Elmar Mustafayev, Coordinator of the Department of Political Science and International Relations; Nilufar Alizada, Instructor of the Department of Psychology – participated in the kick-off meeting of the project "Intercultural encounters in academia and workplaces in South Caucasus and Norway" at Oslo Metropolitan University. The meeting was also attended by the representatives of the Oslo Metropolitan University (Norway), Tbilisi State University (Georgia).
The three-year project envisages the establishment of the master programmes regarding the intercultural communication, summer schools in Tbilisi and Oslo, and joint researches. During the meeting, participants shared their experience on course development and discussed the theory and methodology of incorporating migration, hate speech, and radicalization into the courses.

Mexican ambassador delivers a lecture at Khazar University

On May 23, 2018, Mr Rodrigo Labardini, Mexican ambassador to Azerbaijan, delivered a lecture as a guest lecturer at the lesson of Comparative Politics.
In his lecture, Mr Rodrigo talked about distribution of power, 3 structures of power (legislative, executive, judicial) and responsibilities of each power as well as a mutual mechanism of “control and balance” among the three powers. Moreover, Mr Rodrigo talked about various administration models and gave comparative analyses of various systems of administration.

Ambassador of Belgium to Azerbaijan delivers a lecture at Khazar University

On May 8, 2018, on the occasion of Europe Day, the Ambassador of Belgium to Azerbaijan Mr. Bert Schoofs delivered a lecture for the students of Khazar University. A special lecture of Belgium’s Ambassador, entitled “Belgium’s multi-layered structure of governance and its role in the EU”, was organized within the Network for Developing European Studies in the Caucasus (DESCnet) project and International Relations Department of Khazar University. During the meeting, the students were informed on history, culture, priorities of foreign policy, economy, education system of Belgium and its multilateral affairs in the context of the EU, NATO, OSCE, UN.
The meeting ended with a question-and-answer session headed by Elmar Mustafayev, Coordinator of Political Science and International Relations Department.

Mexican ambassador to Azerbaijan delivers a lecture

On May 2, 2018, the Ambassador of Mexico to Azerbaijan H.E. Mr. Rodrigo Labardini delivered a lecture for the students of Khazar university. A special lecture of Mexico’s Ambassador, entitled “Mexico’s Foreign Policy Priorities and its Bilateral Relations with Azerbaijan”, organized within the Ambassador Lecture Series of Political Science and International Relations Department of Khazar University. The presentation of Mr. Labardini provided an insight into the political, economic, cultural context of the United Mexican States and dynamics of Mexico’s trade and economic relations with Azerbaijan.

On April 19, 2018, H.E. Mr. Bert Schoofs, Extraordinary and Plenipotentiary Ambassador of the Kingdom of Belgium to the Republic of Azerbaijan paid a courtesy visit to Khazar University at the invitation of Political Science and International Relations Department of the Khazar University. Accompanied by his assistant Ms. Sevil Gahramanova, the ambassador Schoofs met with Prof. Hamlet Isakhanli, Founder of Khazar University and the Chairman of its Board and Trustees; Dr. Hassan Niknafs, Rector of Khazar University; Elmar Mustafayev, Coordinator of the Political science and International Relations Department.
At the meeting, Mr. Schoofs was informed about the history of Khazar University, its degree programs, research capacity, and international relations. Also, mutual collaboration opportunities on student and staff exchange, establishment of double-degree programs and research between Khazar University and Belgian higher education institutions were discussed during the meeting.
In turn, Mr. Schoofs expressed his readiness to facilitate the relations between the Belgian higher education institutions and Khazar University. The ambassador also positively assessed the invitation to deliver a special lecture for the students of Political Science and International Relations Department.

Meeting with Representatives of Italian Cultural Center and Sapienza University of Rome

On April 9, 2018, the representatives of the Italian Cultural Center in Baku and the representatives of Sapienza University of Rome visited Neftchiler campus of Khazar University.
The meeting was organized with the support of the Italian Cultural Center in Baku and aimed at strengthening the cooperation between Sapienza University and Khazar University. Participants of Khazar University included Dr. Hassan Niknafs, Rector of Khazar University, Mr. Elmar Mustafayev, Coordinator of the Department of Political Science and International Relations, and Turan Jafarova, Director of the International Affairs Office. Guests included Ms. Mattea Capelli, Head of EU Programs Unit at Sapienza University, Olesya Kifa, International Office employee at Sapienza University, Chingiz Asgarov, General Director of the Italian Cultural Center and Farid Abbasov, Co-founder of the Italian Cultural Center. During the meeting, some areas of mutual interest for future cooperation, including student and staff exchange, establishment of double-degree programs, and other important issues were discussed by the participants.
Khazar University started its cooperation with Sapienza University within the Erasmus + Programme. One student from Khazar University previously benefited from exchange opportunity within the program.

An open lecture "Return of Exiled Intellectuals of ADR " dedicated to the 100th anniversary of the Azerbaijan Democratic Republic

An open lecture on “Return of Exiled Intellectuals of ADR”, dedicated to the 100thanniversary of the Azerbaijan Democratic Republic, was held on March 16, 2018, with an organisational support of the Department of Political Sciences and International Relations of Khazar University. The lecturer was Dilgam Ahmad, a collector and journalist-writer, who has been researching the Azerbaijan Democratic Republic and history of the exiled intellectuals since 2012. On the same day, unique photos and documents of Democratic Republic, which belong to Dilgam Ahmad’s collection, were demonstrated. Moreover, it was a presentation and signature day of the books "Return of Exiled Intellectuals" and “The Distinguished” by Dilgam Ahmad.

Ambassador of Israel delivers a lecture at Khazar University

On February 27, 2018, within the Ambassador Lecture Series organized by Political Science and International Relations Department, H.E. Mr. Dan Stav, Extraordinary and Plenipotentiary Ambassador of State of Israel to Azerbaijan, paid a visit to Khazar University. Before his lecture, he met with Professor Hamlet Isakhanli, the founder of Khazar University and Chairman of its Board of Directors and Trustees. The meeting was also attended by Assoc. Prof. Irada Khalilova, Vice-rector for research; Elmar Mustafayev, Coordinator of Political Science and International Relations Department; Baba Bayramli, Head of the Center for the European Union Studies; and Sahila Mustafayeva, Director of Press Department of Israeli Embassy.
Special lecture delivered by Mr. Stav, presented the following issues of discussion: Israel-Azerbaijani Bilateral Relations, Historical and Political Complexities that have shaped the Middle East region over the centuries, and Geopolitical Situation after the recognition of Jerusalem as a capital of Israel by the US President Donald Trump.
Moderated by Elmar Mustafayev, Coordinator of Political Science and International Relations Department, Mr. Stav’s lecture was followed by the Q&A session.

On January 24, 2018, Elmar Mustafayev, Coordinator of Political Science and International Relations Department, participated in an academic conference entitled “Research on Azerbaijan in Italy: themes and prospects”. The event was organized by Roma Sapienza Foundation and the Communications and Social Researches Department of the same university. Conference participants included Eugenio Gaudio, Rector of Sapienza University, Mammad Ahmadzada, Ambassador of Azerbaijan to Italy, Antonello Biagini, Chairman of Roma Sapienza Foundation, academicians and researchers from various universities and institutions, and PhD candidates. The speeches were related to the legal aspects of the Armenian-Azerbaijani conflict, the history and energy policy of Azerbaijan, its relations with Turkey, Iran, Russia, other countries of the region, the United States and EU, public diplomacy, social welfare in Azerbaijan, Azerbaijani literature, the books about Azerbaijan published in Italy.At the conference, Elmar Mustafayev delivered a presentation entitled “Europeanization beyond the EU: the case of Azerbaijan” in which he spoke about the opportunities and contradictions of Europeanization process in Azerbaijan.The conference was covered in the mass media.

Ambassador of Palestine Delivers a Lecture at Khazar University

On November 17, 2017, Ambassador Extraordinary and Plenipotentiary of Palestine to Azerbaijan Mr. Nasser Abdel Karem visited Khazar University to deliver a lecture. This event was organized jointly by the International Affairs Office and the Department of Political Science and International Relations within the International Education Week (November 13-17, 2017) initiated and carried out by the International Affairs Office.The event started with the meeting of Dr. Hassan Niknafs, Rector of Khazar University and the Ambassador. The meeting focused mainly on cooperation between the Embassy of Palestine in Azerbaijan and Khazar University. Director of International Relations Department Turan Jafarova, Coordinator of Political Science and International Relations Department Elmar Mustafayev and Assistant to the Ambassador Extraordinary and Plenipotentiary of Palestine in Azerbaijan attended the meeting as well.Later, Ambassador Extraordinary and Plenipotentiary of Palestine to Azerbaijan, Mr. Nasser Abdel Karem, delivered a lecture on "Review of Palestine" for students of Political Science and International Relations Department. During the lecture, the students were briefed on the bilateral relations between Azerbaijan and Palestine and the situation in the Middle East. The meeting ended with a question-and-answer session headed by Elmar Mustafayev, Coordinator of Political Science and International Relations Department. On May 22, 2017, The “Job Search Rules” training was held for the students of the Department of Political Science and International Relations of Khazar University. The training was provided( delivered) by Rashad Khaligov, the teacher of Khazar University and the member of the Department of Information Systems. Rashad Khaligov spoke about the stajer.az platform that he created to help the students without any work experiences. Later, he explained the rules that students should follow when they apply for jobs. It should be noted that, the training was held within the framework of the 10 weeks Employment and Business Skills Program organized by the Department of Political Science and International Relations.

Romanian Ambassador to Azerbaijan Visits the Department of Political Science and International Relations

On April 18, 2017, H.E. Mr. Dan Iancu Ambassador Extraordinary and Plenipotentiary of Romania to Azerbaijan paid a courtesy visit to the Department of Political Science and International Relations of Khazar University. The ambassador Iancu gave information about the forthcoming Romanian-Azerbaijani Education Forum to be organized in May. Dr. Mukhtar Hajizada, Jean Monnet Chair and the Head of the Department informed the ambassador about the degree programs offered by the university. He also asked the ambassador to distribute the information about the Khazar University Scholarship program among the Romanian university students. The necessity of academic and student exchanges was mentioned by the meeting participants. The Diplomatic Counselor of the Embassy Mrs. Mihaela Iancu and the Coordinator of the Department Mr. Elmar Mustafayev also took part in the meeting.

On April 17, 2017 “GR8” company conducted a training session on professional e-mail writing rules for students of Political Science and International Relation Department of Khazar University. The training was conducted by Aygun Novruzova, “GR8” company co-founder and training manager of “Baku Fairmont” Hotel. The training was held interactively and covered rules that must be followed and the most common mistakes while writing an e-mail. On April 3, 2017, “Fireworks” Human Resource Company held the training for the students of the Department of Political Science and International Relations on writing a professional resume and how to pass a job interview successfully. On March 6, 2017, a special training program was organized for students of the Department of Political Science and International Relations of Khazar University. The training was delivered by the experts of the Audit Department of Deloitte Azerbaijan. The training was delivered within the framework of the ten-week Employability and Soft Skills Training Program. Employability and Soft Skills Training Program at Khazar University

On February 27, 2017, the Department of Political Science and International Relations of Khazar University launched the Employability and Soft Skills Training Program. This special program is designed to equip students with CV writing, job interview preparation as well as presentation, communication and interpersonal skills. The training is also intended to help students develop their hard skills including PowerPoint presentation, Excel basics, effective e-mail communication and cover letter writing. The program started with a workshop by the experts of the human resource management unit of Deloitte Azerbaijan. The ten-week program will also be conducted by experts from GR8 Club, Fireworks Human Resource Management as well as the Career Development Centre of Khazar University.

On February 16, 2017, a meeting with the representatives of the International Relations Office of the Ministry of Education of Azerbaijan was held at Khazar University. The meeting was attended by Ilqar Yusubov, Deputy Director of the International Relations Office of the Ministry of Education; Mujdat Hasanov, Senior Advisor of the Ministry; Hassan Niknafs, President of Khazar University, Mohammad Nuriyev, Vice-Rector for Academic Affairs; Mukhtar Hajizade; Head of Khazar University’s Department of International Relations and Political Affairs; and Turan Jafarova, Director of the International Relations Office. Detailed information about the international relations of Khazar University was given to the guests. Discussions included issues such as simplifying nostrification procedures for international students, publicizing information about the university in many languages, launching online international admission platform. The meeting participants also discussed possibilities of holding university admission exams several times a year instead of the current pattern of only one exam yearly, issuing work permits for international doctoral students, and providing Ministry of Education scholarships for foreign nationals.

On December 17, 2016, a forum on academic recruitment of alumni of the “State Program for Foreign Education of Azerbaijani Youth in the years 2007-2015” was held at ADA University. Mobility Agreement with the University of Tartu

Khazar University and the University of Tartu in Estonia have entered into an interuniversity agreement to facilitate the mobility of learners and staff in political science and international relations. The agreement has been reached in the context of the Erasmus+ programme Key Action 1. Dr. James Thurber of American University Speaks about U.S. Presidential Elections 24 October 2016.
On October 24, 2016, the Department of Political Science and International Relations of Khazar University hosted Dr. James Thurber, Distinguished Professor of Government at American University, Washington D.C. to discuss the upcoming elections in the United States. Dr. Thurber provided a general overview of the U.S. political process, including the nomination of presidential candidates, the political conventions and the Electoral College. He also spoke about the important issues in domestic politics in the United States that gave rise to each of the current presidential nominees, Hillary Clinton and Donald Trump. Dr. Thurber explained that there is a high likelihood of a Clinton victory due to potential votes in the Electoral College. Students asked a range of questions about how the U.S. elections will affect its relations with the NAFTA and European countries, human rights and world trade. Dr. Thurber also met with Dr. Mukhtar Hajizada, Department Chair, who thanked him for the gift of his book American Gridlock: The Sources, Character, and Impact of Political Polarization.

On June 10, 2016, the article of Elsevar Mammadov, PhD candidate and instructor at Khazar University, Department of Political Science and International Relations was published in the book entitled “Caucasus, the EU and Russia – Triangular Cooperation?” (Michèle Knodt, Sigita Urdze (Hrsg.), by Nomos, Baden-Baden by Nomos Publishing house. The article is titled “EU-Azerbaijan cooperation within the Eastern Partnership and other frameworks: The view from Azerbaijan’s foreign policy perspective”. Elsevar Mammadov analyzed the relations with the EU, cooperation in the framework of the European Neighborhood Policy (ENP) and the Eastern Partnership (EaP) from the point of view of Azerbaijan `s foreign policy. The paper studies Azerbaijan’s foreign policy goals in the context of its relations with the EU, as well as the EU’s expectations regarding these programs and Azerbaijan`s attitude to these expectations.

Department Chair Visits Schools on Front Lines
11-12 June 2016
On June 11-12, 2016, Dr. Mukhtar Hajizada, Head of the Department of Political Science and International Relations at Khazar University, visited schools located in the front-line regions. He held meetings with pupils in the Guzanli Village High School in Aghdam, located near the line of contact between Armenian and Azerbaijani forces, and with 9th and 10th graders in the Khasilli Village High School in Barda. The objective of the meetings was to convince pupils of the importance of higher education, inform them about specific majors they could choose, teach them about good time management, encourage them to study abroad in the future and inform them about scholarship opportunities. After the meeting, he gave students school supplies as a gift from Khazar University. This trip was financed by the Youth Foundation of the President of the Azerbaijan Republic and was organized by Azerbaijan UK Alumni Association within the framework of the “Hand to Hand for Education” program. As a continuation of the program, selected pupils will be invited to Baku for a five-day summer camp to visit Khazar University and four other higher education institutions.

On May 20, 2016, Khazar University's Department of Political Science and International Relations hosted H. E. Roslan Abdul Rahman, Ambassador of Malaysia to Azerbaijan, to discuss the integration processes in Southeastern Asia and Asia Pacific from the Malaysian perspective. He provided a detailed background on Malaysia's foreign policy in the wider neighborhood and briefed the students about the cooperation with both the Association of Southeast Asian Nations (ASEAN) and the Asia-Pacific Economic Cooperation. After the seminar, Mr. Rahman had a meeting with the President of Khazar University, Dr. Hassan Niknafs.

Department Chair Makes Presentation at International Conference in Vatican
11-12 April 2016
On April 11-12, 2016, Dr. Mukhtar Hajizada, Head of the Department of Political Science and International Relations at Khazar University, participated in an international conference entitled “On Caring for our Common Home: USA and Vatican Participation in Global Issues” held at the Vatican. Conference participants included ambassadors to the Vatican, representatives of the diplomatic body, leaders of various faith groups and representatives of international news agencies. The objective of the conference was to hold a discussion on challenges issues in the encyclical letter sent by Pope Francis on May 24, 2015 to the entire episcopate of the Roman Catholic Church “On Caring for Our Common Home.” The encyclical letter expressed the Pope’s deep concerns over the environment, climate change, and decrease in biodiversity, low quality of human life, global equality, shortages of drinking water and other current problems. The conference was held in the Apostolic Palace of the Vatican under the chairmanship of Cardinal Peter Turkson. At the conference, Dr. Hajizada made a presentation entitled “Interfaith Tolerance and Multiculturalism in Azerbaijan” in which he spoke about the importance of multiculturalism in light of the current global situation. He also noted the rights of various religious groups and ethnic minorities in Azerbaijan as well as their contributions to the country’s environment of tolerance. He explained that Azerbaijan is a secular government, explaining its objective approach toward race and religion by citing examples from its legislation. During discussion after the presentation, Dr. Hajizada also shared his thoughts about the events of early April including Armenian violation of the ceasefire along the line of contact between Armenian and Azerbaijani armed forces; peace talks that have not yet yielded progress; the current plight of Azerbaijani internally displaced peoples and refugees after Armenia forcefully removed its citizens of Azerbaijani descent; and the dilemma of using force.

British Ambassador Speaks at Khazar about The Commonwealth and ‘Brexit’

On April 8, 2016, the Department of Political Science and International Relations of Khazar University hosted the British ambassador to Azerbaijan, H.E. Irfan Siddiq. His speech was mainly dedicated to the Commonwealth of Nations and the discussion of the main principles upon which this intergovernmental organization operates. Mr. Siddiq provided a general overview of the institutions that function within these organizations, including the Commonwealth Secretariat and the Commonwealth Foundation, and elaborated on the purposes and decision-making functions of the Commonwealth Heads of Government Meeting. He then moved on to speak about the British participation in the EU and the upcoming referendum on European Union membership of Britain. The Ambassador also spoke about the main pro and con arguments with regards to the UK's possible withdrawal from the European Union. He wrapped up his speech by mentioning some of the achievements he has made for the progress of the British-Azerbaijani relationship during his term as Ambassador. While visiting Khazar, H.E. Irfan Siddiq also met with Dr. Hasan Niknafs, President of the University.

President Meets with Select Khazar Students at First National Model UN Conference

On April 8, 2016, Khazar University President Hasan Niknafs met with select Khazar University students who had participated in the First Model UN Conference (MilliMUN). The UN model is a simulation of UN organizations such as the General Assembly, the Security Council and other UN organs intended to teach students diplomacy and cooperation. In the Model UN, students hold discussions about current events on the organization’s agenda, prepare resolutions on international cooperation, hold talks with partners and opponents, and resolve conflicts. Khazar University created Khazar MUN Club on September 21, 2015 in order to ensure strong student participation in future Model UN events. The club president, Parvin Rahimli, began club activities in September to prepare students for the First Model UN Conference. The Model UN movement is facilitated in Azerbaijan by the Ministry of Youth and Sports and the UN Development Program through the joint project “Creating Support for Active Participation of Youth in Global Political Discussions.” As part of this program, the first MilliMUN Conference was held in Baku on a national scale on 20-23 February, 2016. That event included simulations of 5 UN committees with the participation of 350 young diplomats representing over 20 Azerbaijani universities, academies and schools. 21 students from Khazar University participated in the MilliMUN simulation in February. Among these students, two won certificates: Fasli Nabiyev won “Best Delegation” in the UN Security Council simulation and Yannick Aghbor won “Best Position Paper” in the International Telecommunication Union. During the meeting with the President on April 8, the idea of hosting a MilliMUN event or another similar event at Khazar University in the current academic year was discussed. A decision was made to being planning the event, which will be called “KhazarMUN.”
Roundtable Discussion Plagiarism and Solutions

On April 7, 2016, a roundtable discussion entitled “Plagiarism in Scientific, Academic and Literary Texts and How to Prevent it” was held at the Government House of Baku. The event was jointly coordinated by the Copyright Agency of the Azerbaijan Republic and the Ministry of Education. The roundtable covered the factors motivating plagiarism, current measures put in place to prevent it, and further possible solutions.Dr. Mukhtar Hajizada, Head of the Department of Political Science and International Relations at Khazar University, participated in the discussion and noted the significance of the event for the current situation. He also spoke about anti-plagiarism measures taken at Khazar University and the importance of ensuring academic integrity in our country in order to raise up a society of conscientious citizens.

On April 1, 2016, an event dedicated to the theme of multiculturalism in Azerbaijan was held at Khazar University with the joint coordination of Khazar University and the Knowledge Foundation under the President of the Azerbaijan Republic. The event was held within the framework of the national Multiculturalism Year, which was announced in 2016 by the President of the Azerbaijan Republic. It was opened by Dr. Hasan Niknafs, President of the University, who spoke about the importance of multiculturalism and said he appreciates the partnership between the Knowledge Foundation and Khazar University. Then Oktay Samadov, Executive Director of the Knowledge Foundation, made a presentation about the foundation and its activities to promote multiculturalism in Azerbaijan. Next Mohsun Nagisoylu, corresponding member of the Azerbaijan National Academy of Sciences as well as Director of the Linguistics Institute of ANAS, made a presentation of the book Literary Roots of Azerbaijani Multiculturalism, edited by Academic Kamal Abdullayev. Finally, Dr. Mukhtar Hajizada, Head of the Department of Political Science and International Relations, mentioned the importance of the event in light of the current tension in the region, and he thanked the Knowledge Foundation for their partnership.

Norwegian Ambassador Speaks at Khazar University

On April 1, 2016, the Department of Political Science and International Relations hosted H. E. Bård Ivar Svendsen, Norwegian Ambassador to Azerbaijan, to discuss Norway's participation in regional integration processes. Before his lecture, he met with Professor Hamlet Isaxanli, the founder of Khazar University and Chairman of its Board of Directors and Trustees. He started his speech by providing historical background on the factors that shaped Norway's policies in the Nordic region. He then discussed relations between Norway and the European Union, which are defined through the agreement on the European Economic Area granting Norway, which is not a member state of the EU, access to the EU internal market. He also spoke about factors that have influenced Norway's unwillingness to become part of the EU, the Nordic-Baltic cooperation, the Arctic Council, and the Barents Cooperation.

Seminar on Dutch Policy on the Eastern Partnership

On March 15, 2016, the Department of Political Science and International Relations of Khazar University hosted Ambassador Dirk Jan Kop, Special Representative for Europe and Eastern Partnership at the Dutch Ministry of Foreign Affairs. He spoke about the cooperation between the EU and Azerbaijan in the framework of the Eastern Neighborhood Policy. He also let the audience know that the Dutch government welcomes the "new readiness" that he has observed in the country to take negotiations with the EU to a qualitatively new level. In the question and answer session, Amb. Kop answered questions concerning the Russia's stance with regards to the former Soviet republics, the promotion of the Eurasian Union, and peculiarities of EU Association Agreements with non-EU countries. During the lecture, participants also discussed cooperation between the EU and Azerbaijan in the field of agriculture as well as the state of value-based questions in post-Soviet countries.
Palestinian Ambassador to Azerbaijan Speaks at Khazar

On March 11, 2016, the Department of Political Science and International Relations at Khazar University hosted H. E. Nasser Abdul Kareem, the Palestinian Ambassador to Azerbaijan, for a guest lecture about Palestine--European Union relations in the context of the European Neighborhood Policy. He spoke on the EU assistance to Palestinians, underlining the fact that the EU remains the largest provider of aid to Palestine to support its internally displaced people and the state structures. Mr. Kareem mentioned the EU-administered PEGASE program, which provides financial assistance to the Palestinian Authority, and the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA), which provides services to Palestinians, who fled their homes following the 1948 conflict. Among other things, he informed the audience about the Interim Association Agreement on Trade and Cooperation that was signed between the EU and the Palestine Liberation Organization in 1997 with the aim of providing Palestinian industrial goods with duty-free access to the EU markets.
US Ambassador Robert Cekuta Visits Khazar

On March 4, 2016, the Department of Political Science and International Relations hosted the U.S. Ambassador to Azerbaijan, Robert Cekuta, to discuss U.S.-Azerbaijan relations in the context of international integration processes. Ambassador Cekuta presented his opinion on the most important aspects of the U.S. relationship with Azerbaijan including the security, democracy, and economy/energy fronts. He emphasized the importance of security, rule of law, and democracy for Azerbaijan’s long term stability and prosperity. He expressed his sympathy for the 20 percent occupation of the Azerbaijani territories and conveyed his understanding of the security problems for Azerbaijan deriving from the occupation. Ambassador Cekuta also spoke about mutual interests, values, and goals in the US-Azerbaijan relations. In the subsequent question and answer session moderated by Dr. Mukhtar Hajizada, Department Chair, questions were asked on various aspects of the US foreign policy as well as the U.S. engagement in the international integration processes and regional cooperation in North America. The reasons for the Minsk Group's ineffectiveness in resoving the Armenian-Azerbaijani Nagorno Karabagh conflict, the role of the U.S. as a Minsk Group co-chair, U.S.-China relations, the U.S. reaction to the Russian engagement in Ukraine, Georgia and Moldova, the instability in Afghanistan and Iraq, and the U.S. reaction to the Turkish policy in the Middle East were topics of interest in the questions asked by the student body of the Department of Political Science and International Relations. Before the event, Professor Hamlet Isaxanli, the founder of Khazar University and Chairman of its Board of Directors and Trustees, received the Ambassador Robert Cekuta as well as Public Affairs Officer Stephen Guice and Education Specialist at the Embassy Ramina Murshudova. Professor Isaxanli informed the Ambassador about Khazar University's history of relationships with American institutions. He also presented two books to the ambassador – one discussing the establishment process of Khazar University and one on Azerbaijani language for foreigners at the beginning level.
Comprehensive Postgraduate Research Workshop

On March 1-2, 2016, the Department of Political Science and International Relations organized a postgraduate workshop for Master and PhD students at Khazar University. The workshop was specifically designed to help young scholars to develop their research skills and to assist them in the writing process. The event also aimed to bring together current postgraduate students both at the MA and PhD levels and to facilitate the exchange of opinions and knowledge among them. The workshop consisted of several sessions, each focusing on a particular stage of research, including research design, literature review, methods for data collection, and analysis. Particular attention was also paid to discussing major academic principles as well as academic integrity and avoiding plagiarism. During the final stage of the workshop, the students presented their research and obtained feedback pertaining to the writing-up of their master’s theses and doctoral dissertations.

Dr. Mukhtar Hajizada, Head of the Department of Political Science and International Relations at Khazar University, made a presentation at the event noting that Azerbaijan has become a major player in European cultural life in recent years through hosting large-scale events. He also mentioned that Europe has applied a double standard to Azerbaijan which has increased the difficulties existing in bilateral relations. Department Head Analyzes EU-Azerbaijan relations at International Conference in Brussels

On February 8, 2016, a conference on “Azerbaijan-EU relations: Challenges and opportunities” was held at the European Policy Centre in Brussels, Belgium. The event took place ahead of the visit of Federica Mogherini, the High Representative of the European Union for Foreign Affairs and Security Policy and Vice-President of the European Commission, to Azerbaijan. Dr. Mukhtar Hajizada, Jean Monnet Chair and the Head of Department of Political Science and International Relations at Khazar University, participated in the event. He made a presentation in which he mentioned the reasons placing Azerbaijan on the political, cultural and legal map of Europe and emphasized the role of the cultural and social activities carried by the Azerbaijani government in that regard. He highlighted the opportunities offered by the revised European Neighbourhood Policy which allows the EU and its partners to cooperate on areas of common interest –areas both sides feel comfortable dealing with, including increased cooperation in the sectors of trade, projects, economic development and governance. Dr. Hajizada argued that the existing cooperation in the energy sector should not be taken for granted since the success of the European Union, an exemplary model of regional integration, became possible starting with cooperation in the energy sector following the end of the Second World War and the signing of peace agreements. He emphasized the necessity for the EU to step up its role in the Nagorno Karabagh peace process in trying to find a way to bring justice to the violations of international law and the grave breaches of international human rights law as a result of which hundreds of thousands of Azerbaijanis have suffered and continue suffering. Given the diverse representation of the audience, Dr. Hajizada suggested the establishment of EU Information and Resource Centers in Azerbaijan, which was welcomed by the EU and Azerbaijani officials. The panel, moderated by Amanda Paul, analyzed Azerbaijani-EU relations and the prospects of future cooperation following the review of the European Neighbourhood Policy. Among the speakers were Dirk Schuebel, Head of the Division for Bilateral Relations with the Eastern Partnership Countries at the European External Action Service, Svante Cornell, Director of the Central Asia-Caucasus Institute and Silk Road Studies Programme at Johns Hopkins University, and Michel Ivor, Director of The Caucasus Interface.
Department Head Participates in Roundtable Discussion

On February 18, 2016, Dr. Mukhtar Hajizada, Head of the Department of Political Science and International Relations at Khazar University, participated in a roundtable discussion dealing with questions of instability in the Middle East. The discussion was followed by a talk by Professor Elie Podeh from Hebrew University in Jerusalem who made a presentation on “Chaos and instability in the Middle East: The view from Jerusalem, Cairo, Riyadh and Washington”. Contributors to the roundtable discussion included scholars of the Middle Eastern studies, Political Science and International Relations from Baku State University and Azerbaijan University of Languages. The event took place at the Heydar Aliyev Centre of Baku State University.
Send-off Meeting for Graduate Students Going to Leiden University

On January 13, 2016, a send-off meeting with Professor Hamlet Isaxanli, the founder of Khazar University and Chairman of its Board of Directors and Trustees, was held for the graduate students of Khazar University going on an exchange program to Leiden University (Netherlands). The exchange will take place within the framework of the Curriculum Development and Capacity Building in EU Studies Project funded by Tempus the IV program. During the meeting, Prof. Isaxanli offered his words of encouragement and highlighted the benefits of student exchange programs available to the staff and students at Khazar University. Dr. Mukhtar Hajizada, Head of the Department of Political Science and International Relations, reiterated the goals of this particular exchange program for the participating students and advised the students to fully benefit from the opportunities of their stay at their host university. PhD students Anar Rahimov and Azad Garibov as well as master student Ramal Quluzade spoke about their academic and personal goals in taking part in the exchange.
Meeting with US Embassy Representatives

On January 8, 2016, Khazar University hosted a meeting with the staff members of the US embassy in Baku for the purpose of exploring cooperation opportunities. Cultural Affairs Officer Amy Petersen, Grants Manager Nigar Aliyeva, and Education Specialist Ramina Murshudova were met by President Hassan Niknafs, Vice President Mahammad Nuriyev and Mukhtar Hajizada, Head of the Department of Political Science and International Relations Department. During the meeting, the Embassy officers informed the members of Khazar University about the various programs currently available for Azerbaijani nationals. Presidet Niknafs informed the education specialists of the US embassy about Khazar University’s facilities for hosting international scholars and students.
Round-table discussion on the Legal Status of the Caspian Sea and simulation of the Final Meeting of the Working Group for development of the Convention

On December 22, 2015, the Department of Political Science and International Relations organized a simulation for students as a result of which a Draft Convention on the Legal Status of the Caspian Sea was agreed upon. The student body of the department simulated the Final Meeting of the Working Group for development of the Convention on the Legal Status of the Caspian Sea. The simulation preceded with a round-table which discussed various important aspects of the negotiations on the legal status of the Caspian Sea. Among the panelists were the head of the Department of Public International Law of Baku State University, Dr. Rustam Mammadov, the leading expert at the Center for Strategic Studies under the President of the Republic of Azerbaijan, Dr. Kamal Makili-Aliyev, and the Director of the Caspian Barrel Center for Oil Studies, Mr. Ilham Shaban. First, the President of Khazar University, Dr. Hassan Niknafs, welcomed the guests and highlighted the importance of the event for student learning. The floor was taken by Dr. Mammadov, who provided a historical overview of the struggles over the status of the Caspian Sea. He also spoke about various threats to security of the Caspian and its littoral states, emphasizing the threat posed by the unfolding events in Iraq and Syria. He mentioned that many problems, including those pertaining to the status of the Caspian Sea, arise in the international arena due to the inability of states to properly formulate their national interests. Dr. Makili Aliyev then spoke about the differences between the littoral Caspian states preventing them from coming to a final agreement on the legal status of the Caspian basin. He emphasized that all the problems arise from the fact that the Caspian water basin actually constitutes a lake, adding that definition of the international legal status of the Caspian water basin depends on its categorization by the littoral states as either a "sea" or a "lake". Mr. Ilham Shaban, in turn, mentioned that despite the years of negotiations amongst the littoral states, no achievement has been made for the final status of the Caspian basin. He then proceeded to speak about the main policies pursued by each littoral state with regards to the division of the Caspian water basin with a particular emphasis on the oil and gas fields.
Dr. Mukhtar Hajizada, Head of Khazar University’s Department of Political Science and International Relations as well as Jean Monnet Chair, emphasized that the international legal status of the Caspian Sea constitutes one of the most important issues for Azerbaijan's foreign policy. Therefore he stressed that the aim of Khazar University is to teach students not only about various events unfolding on the international arena, but also about the strategies and techniques pertaining to the implementation of Azerbaijan's foreign policy. He highlighted the importance of the simulation in looking at global problems from a local perspective as well as from the viewpoints of various regional stakeholders.
The roundtable was followed by a question-and-answer session, where the speakers answered numerous questions asked by the students. Questions were raised about misunderstandings between Azerbaijan and Iran as well as between Azerbaijan and Turkmenistan with regards to respective littoral states' policies in the fields, legal problems that may be caused by the creation of fishery zones in the Caspian basin, Russia's possible influence on decision-making in post-Soviet littoral states, offers proposed by Azerbaijan with regards to the division of the Caspian basin, and means to encourage non-oil sectors of Azerbaijan's economy.
The Q&A session was followed by a brief video, demonstrating the two-month preparations for the simulation within the course on the Foreign Policy of Azerbaijan instructed by Mahammad Muradov. After negotiations which lasted for four hours, and thorough discussions on each article included in the document, the Draft Convention on the on the Legal Status of the Caspian Sea was finally agreed upon.
Khazar University and Kadir Has University Sign Partnership Agreement

On December 14, 2015, Khazar University and Kadir Has University in Istanbul have entered into an inter-institutional agreement to cooperate for the exchange of students and staff. The agreement was signed between Hassan Niknafs, the President of Khazar University, and Mustafa Aydin, Rector of Kadir Has University, in the context of the Erasmus+ Programme Key Action 1. The duration of the student mobility will be up to twelve months and will apply to the students of the Department of Political Science and International Relations.
Finnish Ambassador Visits Khazar University

On December 10, 2015, Mr. Christer Michelsson, Ambassador Extraordinary and Plenipotentiary of Finland to Azerbaijan, paid a courtesy visit to Khazar University. The Ambassador met with Professor Hamlet Isaxanli, the founder of Khazar University and Chairman of its Board of Directors and Trustees; Dr. Hassan Niknafs, President of Khazar University; and Dr. Mukhtar Hajizada, the Head of the Department of Political Science and International Relations. The participants of the meeting had a conversation in which news and ideas were exchanged. The Ambassador was also informed about the achievements of Khazar University and its vision to play an important role in contributing to the research and technological development in the country.

Department Head Delivers Keynote Speech at International Conference in Tallinn

On December 3, 2015, an international conference on the Eastern Partnership was held in Tallinn, Estonia with the joint coordination of the Estonian Center for Eastern Partnership, Estonian Foreign Policy Institute, International Centre for Defence and Security and the European Commission Representation in Estonia. The conference was organized in the wake of the review of the European Neighbourhood Policy revealed on the 18th of November 2015. Dr. Mukhtar Hajizada, Head of the Khazar University Department of Political Science and International Relations as well as Jean Monnet Chair, delivered a keynote speech at the conference. Along with the ambassadors of various countries, high level officials, renowned scholars, and authoritative experts in the field, speakers included Mr. Taavi Roivas, the Estonian Prime Minister, and Mr. Lawrence Meredith, Director for the Neighborhood East at the European Commission.
Jean Monnet seminar on Turkey and the two dimensions of the European Neighbourhood Policy

On December 1, 2015, Assoc. Prof. Dr. Burcu Gültekin Punsmann, Senior Researcher at the Ankara Policy Center, was hosted within the Jean Monnet European seminar series of the Department of Political Science and International Relations. During her presentation, she focused on Turkey's role in the Mediterranean cooperation and, particularly, on how Turkey's EU candidacy affected the role of this country in the Euro-Mediterranean cooperation. She also discussed the impact of the slow-down of Turkey's accession process to the EU on democratization, and talked about the problems for the regionalization in the wider Black Sea area. Among the issues she touched upon during her lecture was also the Turkish-Armenian problems, and the impact of the EU's role in the wider region, the popularity of Erdogan and this factor's influence on Turkish relations with Maghreb countries and the Middle East. Dr. Gültekin Punsmann also briefly reflected on the different approaches demonstrated by some of the European countries and Turkey to the current refugee crisis. After offering her insights on the perspectives for the Black Sea Synergy and the BSEC, the students and the participants including Dr. Farda Asadov, Director of the Center for Eurasian and Middle Eastern Studies, and Dr. Mukhtar Hajizada, Head of the Department, proceeded to discuss in details the related topics.
Rector Niknafs hosts the Estonian Charge d'Affaires

On November 25, 2015, Dr. Hassan Niknafs, the Rector of Khazar University, hosted Charge d'Affaires Mr. Indrek Kiverik, the Head of the Office of the Embassy of Estonia in Baku. Charge d'Affaires Mr. Indrek Kiverik informed the Rector about the progress Estonia has made as a country in the Information and Communications Technology sector. He informed the Rector about the particular role of information technology in the Estonian government and also gave some information about the existing cooperation between Estonia and Azerbaijan. Later, the participants discussed ideas for possible cooperation between Khazar University and Estonian universities in academic and student exchange as well as the opportunities offered by the Khazar University Technopark.
College of Europe Representatives visit Khazar

On November 24, 2015, the Department of Political Science and International Relations of Khazar University hosted representatives from the College of Europe (Natolin campus). Pawel Michalski, Senior Academic Assistant at the College of Europe, informed students about various educational opportunities offered on the postgraduate level. Then, Ms. Judyta Fiedin of the College of Europe and Dr. Mukhtar Hajizada, Chair of the Department of Political Science and International Relations, discussed prospects for institutional cooperation between Khazar University and the College of Europe and talked about the E-Platform for the Neighborhood and its open source distance learning courses.
Guest Lecture on the Role of Azerbaijan in European Energy Supply

On November 23, 2015, Mr. Ilham Shaban, the Director of the Caspian Barrel Center for Oil Studies, delivered a guest lecture for undergraduate students of the Department of Political Science and International Relations of Khazar University. His main focus was on Azerbaijan's place in the European energy strategy. He spoke about the main destinations for Azerbaijani oil and gas exports, both in Europe and elsewhere in the world. He also talked about the changing market conditions, changes in oil supply and demand and its impact on prices, peculiarities of commercial gas sales and "the new oil strategy" of Azerbaijan. Mr. Shaban shared with the students exclusive information about the volumes of oil and condensate production in Azerbaijan by the year 2020 obtained from the companies specializing in the energy sector. The lecture was followed by a question and answer session, where questions were raised about the delivery of gas to Nakhchivan according to the swap agreement with Iran, the diversification of oil and gas export routes, peculiarities of TAP and TANAP projects, and the influence of the interstate relations on their realization as well as their influence on regional cooperation including Turkey and Georgia.
Khazar University Students and Staff Visit Baku International Sea Trade Port

On October 16, 2015, Khazar University students and staff took a study tour organized by the Department of Political Science and International Relations. The group visited the Baku International Sea Trade Port which is located in Alyat, 65 km south of Baku. Mr. Tural Aliyev, advisor to Director General of the port, met the group and made a presentation about the port which occupies 400 hectares of land. He familiarized the group with the design of the harbour, explaining the advantages of the location of the port and why Alyat was selected. He informed the group about the three phases of the construction plans and updated them on its current status. Questions were raised about various issues including the environmental consequences of the port, its present-day capacity to deliver and capability to cooperate with other ports in the wider region. The potential of the port in improving the transportation infrastructure in the wider region and increasing the international trade was also discussed. Despite the challenge of wet weather, Khazar University students and staff also had a chance to look at the construction area and enjoyed the opportunity to observe the loading and unloading process of vessels, namely the train vehicles rolling into ships at the marine terminal.
Seminar on the Ukraine Crisis and the Security Situation in the South Caucasus

On October 5, 2015, the Department of Political Science and International Relations hosted Dr. Pavel Baev, a research professor at the Peace Research Institute Oslo (PRIO), who delivered a lecture on the impact of the Ukraine crisis on the security situation in the South Caucasus. His main focus was on Russia's military involvement in Ukraine and Syria as well as its implications for the wider area. He emphasized the complexity of the present situation which is defined by a high level of uncertainty, where the usual frames of analysis and rationalization become problematic. He also touched upon the dominant trends in Russia's foreign policy, representations given to the public with the aim of justifying Russian military involvement in Ukraine, implications of the worsening economic situation on Russia's decision-making policies as well as threats of destabilization in the Northern Caucasus engendered by authorities' neglect to the region. During the Q&A session, which was moderated by Department Chair Dr. Mukhtar Hajizada, Dr. Baev answered questions about the prospects for establishment of peace in Ukraine, Russia's motivations for the recent deployment of air strikes in Syria, possible impact of Russia's involvement in the conflicts in the Caucasus region, the expansion of ISIS as well as the prospects for EU's continued support for the development of alternative energy resources. Following the seminar, Dr. Baev met with Prof. Hamlet Isakhanli, the Chairman of the Board of Directors and Trustees of Khazar University. They discussed the possibilities of academic collaboration between Khazar University and PRIO in the future.
Department Head Gives Lecture in Ghent University on Sub-regional Cooperation in Europe

Dr. Mukhtar Hajizada, Jean Monnet Chair for European Integration as well as the Head of the Department of Political Science and International Relations at Khazar University, delivered a guest lecture at Ghent University. The lecture was organized by The Centre for EU Studies in the framework of Erasmus Mundus Academic Mobility.
Dr. Hajizada presented in detail the regional cooperation in the wider Black Sea area and discussed the elements of integration which he defined as the ‘complex regionalization’ in the region. He posited the regional cooperation in the Black Sea region as a part of the integration process in Europe.
In the Q&A session, which was moderated by Dr. Faienne Bossuyt at the Department of Political Sciences of Ghent University, Dr. Hajizada answered questions on how the Organization of the Black Sea Economic Cooperation could be improved, the role for the GUAM Organization for Democracy and Economic Development as a minilateral forum in the region, and the part played by the European Union in the integration process of the region. Dr. Hajizada also talked about the implications of the Judgement on 16 June 2015 by the Grand Chamber of the European Court of Human Rights in the case of Chiragov and Others vs. Armenia for the peaceful settlement of the Nagorno Karabagh conflict.

On June 8, 2015, the Department of Political Science and International Relations hosted Dr Carol Weaver, a lecturer in international relations and regional security at De Montfort University in the United Kingdom. Dr Weaver delivered a presentation on Regional Security Challenges in the Eastern European Neighbourhood. She also discussed her research on the Black Sea region, arguing that the current events there demonstrate balanced multi-polarity in action. Dr Weaver reflected upon the fourth Eastern Partnership summit in Riga which took place on 21-22 May 2015. The outcomes of the summit were that no partner was given a membership perspective; that differentiation would apply to the various partners so that each country can decide on how they want to proceed in their relations with the European Union; and how the countries that do not want Association Agreements can cooperate bilaterally in all areas of mutual interest. Dr Weaver talked about how Azerbaijan is a strategically important partner to the European Union in the region. The presentation was followed by a lively discussion with contributions being made by the participants including the university leadership, senior academics and students as well as exchange students. Topics ranged from newer types of cross-border security challenges such as ecological problems, cyber threats, energy security and climate change, to the upcoming referendum on the United Kingdom’s membership of the European Union, recently announced after the conservative party won the general election.
Workshop on Capacity Building in Conflict Prevention: Groups in Conflict – Conflict in Groups

On May 30, 2015, Catholic University of Applied Science (KatHO), together with its partners, Humanitarian Research Public Union and Department of Political Science and International Relations at Khazar University, organized a workshop on the topic of “Groups in Conflict – Conflict in Groups” at 09:30-17:30 at Neftchilar Campus. The event was intended to provide theoretical knowledge and practical skills on conflict management, leadership in intra and inter group conflicts. The event was offer training courses tailored by Prof. Dr. Georg Albers, from Catholic University of Applied Sciences in Munster Germany and sessions on planning follow-up activities. 25 senior-class Bachelor, Master, PhD students and young professionals from ADA University, Khazar University, Qafqaz University, Baku State University, The Academy of Public Administration under the President of Azerbaijan, and Azerbaijan State Economic University took part in the two-day intensive workshop which centered on the types of conflict, perception of group members to their conflicts with others and its impacts on the relationship between the members of the groups and its outcomes to the stakeholders. Especially, participants were informed about the successes and problems of the implementation of this, when they experience conflict in their groups, communities and society and vital steps to eliminate the negative outcomes in such situations. Furthermore, providing theoretical background and empirical case studies about the prevention and resolution of the conflict was at the heart of the discussions during the workshop. The local coordinator of the project is Bakhtiyar Aslanov, PhD Candidate at Khazar University and Chief of Peace and Conflict Research Department at the Humanitarian Research Public Union in Baku Azerbaijan. Speaking at the end of the workshop, Mr. Aslanov, expressed his grateful to the partners of the project as well as guests and participants for their supports and active, interesting participation and contribution to the workshop. Later, he emphasized that the second part of the project will be organized in Berlin Germany on 6 – 12 July 2015. The top eight (8) successful and competitive participants who attended in the workshop in Baku will be selected to attend in the second part of the workshop in Berlin, Germany in July 2015. Participants in the workshop emphasized the importance of broadening the scope of similar conflict management projects. Furthermore, they praised this workshop and mentioned that such events on this topic should be continued to educate students and young professionals in this field in the future.
Ambassador of France Visits Khazar

On April 30, 2015, the Department of Political Science and International Relations hosted H.E. Pascal Meunier, Ambassador Extraordinary and Plenipotentiary of France in Baku within the Jean Monnet European Seminar Series. The event was dedicated to Jean Monnet, who is widely called “The Father of Europe” by those who see him as the architect of the European Union. Ambassador Meunier mentioned that Jean Monnet’s ideas and actions carry great clout not only in France, where he was an actor in economic life, but also far beyond French borders. Following the presentation, Dr. Mukhtar Hajizada, Jean Monnet Chair at Khazar University, conducted a discussion on Jean Monnet’s role in national economic planning in France, as an outstanding leader in the postwar movement in Europe and as a craftsman of peace and economic prosperity on the old continent. After the meeting, Ambassador Meunier met with Professor Hamlet Isaxanli, the founder of Khazar University and Chairman of its Board of Directors and Trustees, and talked about opportunities for future cooperation between the Embassy and University.

On April 14, 2015, Head of the Political Science and International Relations Department Dr. Mukhtar Hajizada’s work has been published in the Perceptions Journal of International Affairs (Volume XIX, Number 3, pp. 101-121). In his article, Dr. Hajizada discusses the detected indicators and general patterns of complex regionalization around the Black Sea. With the aim to determine the extent to which the countries in the wider Black Sea area have been able to act collectively following the formal cooperation they launched in 1992, the paper discusses the plurilateral as well as minilateral cooperation efforts, the attempts for business cooperation, and energy cooperation in the region. Guest Lecture on EU’s Response to Conflicts in Eastern Europe

On April 2, 2015, the Department of Political Science and International Relations hosted Dr. Sabine Freizer who delivered a lecture on the EU’s response to conflicts in Eastern Europe. She suggested that the conflicts in former Yugoslavia and the Soviet Union had similar root causes and asked whether there may be lessons learned from the EU’s intervention in the Western Balkans for the South Caucasus. Dr. Freizer presented in detail the case of Kosovo-Serbia, particularly its mediation in 2011-2013 which resulted in the Agreement of Principles Governing the Normalization of Relations. She emphasized that EU mediation did not resolve the conflict over Kosovo’s status but instead focused on normalizing relations between Belgrade and Pristina. That was possible because of the EU’s carrots and sticks – EU candidacy status for Serbia and visa liberalization for Kosovo. In the South Caucasus, the EU has also encouraged Georgia to engage with Abkhazia. The strategy is not “conflict resolution but conflict transformation” as the EU is not a traditional (hard) security provider. In the question and answer session, which was moderated by the Jean Monnet Chair, Dr. Mukhtar Hajizada, several participants asked the lecturer to link this to the EU’s approach to Nagorno-Karabakh, to Ukraine, and the definition of “wider Europe.” After the lecture, Dr. Freizer met with Prof. Hamlet Isaxanli, the founder of Khazar University and Chairman of its Board of Directors and Trustees.

On February 19, 2015, a seminar on "National Identity and Cultural Unity in the Turkic World" was organized by the Khazar University Department of Political Science and International Relations at the Turkic World Research Center as part of the Turkic World Seminar Series for students. Guests visiting for the seminar included Recep Garip, who served as a member of the National Commission for Education and Youth of the Turkish Parliament in 2002-2007; Mustafa Hasim Polat, Head Coordinator of the Turkish Agency for Partnership and Development; and Abdulgaffur Buyukfirat, educational adviser to the Turkish Embassy in Azerbaijan, along with his colleague Hayri Atash. Before the lecture, the guests met with Prof. Hamlet Isaxanli, founder of Khazar University and Chairman of its Board of Directors and Trustees. Recep Garip gave the main lecture. Then discussions were held on the theme, moderated by Dr. Mukhtar Hajizada, Head of the Department of Political Science and International Relations, who also thanked the guests and noted the importance of national identity and cultural unity in research on the international relations within the geographical area of the Turkic world. Dr. Vurgun Eyyub, Head of the Department of Azerbaijani Language and Literature, spoke about the need to further develop literary relations in the Turkic world. Dr. Elza Samadova, Dean of the School of Education, also called attention to the value of organizing scholarly seminars to increase understanding of national identity and strengthen cultural unity. Baba Bayramli, the Coordinator of the Department of Political Science and International Relations, spoke about the role of literature and poetry in cultural unity.

Open Lecture by French Ambassador on Political Structure and Culture of France

On February 18, 2015, His Excellency Mr. Pascal Meunier, Ambassador of the Republic of France to the Republic of Azerbaijan, delivered a special lecture upon the invitation of the Department of Political Science and International Relations at Khazar University. He spoke about French politics and provided a comprehensive overview of the political culture of this country. He highlighted the Franco-German friendship which became possible in the aftermath of the Second World War and laid the cornerstone of regional integration into Western Europe. Furthermore, he informed the audience about the stand of France with regard to the Eastern and Southern dimensions of the European Union and made mention of the participation of President François Hollande at the Eastern Partnership Vilnius Summit on 29 November 2013. Providing his opinion about the current state of cooperation between the EU and the Eastern Neighbours, Mr. Meunier highlighted the importance that Ukraine find its way - in accordance with the people demonstrating for more cooperation with the EU. In the question and answer session, students had a chance to ask their questions on the French position on various matters occurring in the present including Syria, Mali and Iran. In his answer to the question about the French position in regard to Nagorno Karabagh, the ambassador spoke about the necessity to think about the communities on both sides suffering from the conflict, highlighting the problem of contradiction of general principles in international law, which he called the unconscionable principles. Ambassador Meunier emphasized the importance for France of the principle of territorial integrity but also brought up the stance of France in the unique case of Kosovo, which differentiates from Karabagh. He pointed out how Armenia loses many opportunities by not being on track between Azerbaijan and Turkey but also mentioned possible opportunities for reconciliation in the near future. In response to various calls to the French governments to give up their seat as one of the three Minsk Group chairs, the ambassador reiterated that the decision for such a format was made at the time when the group was formed and maintained that there is no reason why France should give their seat to the European Union. After the lecture, the guest met with Prof. Hamlet Isaxanli, Founder of Khazar University and Chairman of the Board of Directors and Trustees. Then a meal was served at the university in the guests’ honor.

United Nations Simulation Game

On December 25, 2014, students of the Department of Political Science and International Relations participated in the United Nations Simulation Game. The Simulation was organized within the Foreign Policy of Azerbaijan course. The scenario of the simulation included consideration of the Syrian crisis at the United Nations Security Council and the General Assembly, imitating the real discussion that took place in the United Nations in the course of the year 2012. The students were acting as permanent representatives of different member states and as UN officials. According to the scenario of the exercise, the United States proposed a draft resolution authorizing the use of force under Chapter VII of the United Nations Charter. As expected, this move led to heated discussions within the Council and ultimately two permanent members vetoed the resolution. Then the United States took the issue to the General Assembly, which adopted a resolution with an overwhelming majority. The students acting as the permanent representatives engaged in live discussions defending positions of the countries they represented. The exercise enabled students to understand the flavor of practical diplomacy in a multilateral format. It also helped students to get a better understanding of how Azerbaijan’s diplomacy operated during the country’s two-year non-permanent membership in the Security Council in 2012-2013.

On December 3, 2014, the Department of Political Science and International Relations at Khazar University hosted a seminar on cyber security. The talk was delivered by Dina Beer, the Managing Director at Israel Internet Association. The speaker helped students to understand cyber risks and how her organization tries to deliver effective and accessible security. Dina Beer talked about defense from virtual attacks, which is becoming increasingly more difficult as technology continues to develop. She argued that cyber attacks have become part of all conflicts. The participants were interested in how an internet association would normally ensure cyber security, which is becoming vital to the safety and prosperity of a country.

Prof. Nurşin Ateşoğlu Güney, Head of the Political Science and International Relations Department at Yildiz Technical University, made a presentation on the Southern Gas Corridor and its Future. She gave her perspective on the possibilities of energy cooperation among the Turkic World and beyond in relation to the Southern gas corridor project. Prof. Güney mentioned the potential ‘spillover’ effect of the project and maintained that it will not only bring economic benefits to the Caspian region but also to the neighborhood.

On November 26, 2014, the Department of Political Science and International Relations at Khazar University hosted a seminar on the EU's Energy Security Strategy after the Ukrainian Crisis. The talk was delivered by Prof. Nurşin Ateşoğlu Güney, Head of the Political Science and International Relations Department at Yildiz Technical University. Prof. Güney talked about the future of the energy roadmap in the aftermath of the Ukrainian crisis. She focused on the possibility of alternative means of acquiring energy supplies to meet the energy demand of the Union. She argued that additional gas supplies to the EU will not be attainable before 2020. Therefore, she maintained that the Union should focus on reducing the demand side of the European energy equation.

On November 20, 2014, an international conference on Curriculum Review Results and Dual and / or Joint Degree Programs within the “Curriculum Development and Capacity Building in the Field of EU Studies” TEMPUS Project was held at Khazar University. Representatives of Leiden University of the Netherlands, Genoa University of Italy, and Lodz University of Social Sciences of Poland, as well as Baku State University, Baku Slavic University, Azerbaijan University, Nakhchivan State University, Ganja State University and Khazar University participated in the conference. Dr. Farda Asadov, the Vice President of Khazar University for International Affairs, welcomed the conference participants on behalf of the Khazar University leadership and wished them success in their work during the conference and future project activities. Ilham Humbatov, Leading Adviser of the Ministry of Education of Azerbaijan Republic, and Parviz Bagirov, Head of the National Erasmus+ Office in Azerbaijan, also delivered welcoming speeches and expressed their hope that the implementation of the project will have positive results for all beneficiaries. Project coordinator Baba Bayramli made a presentation on the results of realized activities and plans. Jean Monnet Seminar on Policy Implementation in the EU

On November 19, 2014, the Department of Political Science and International Relations at Khazar University hosted Prof. Bernard Steunenberg, who is the Jean Monnet Ad Personam Chair in European Politics and Professor in Public Administration at Leiden University. He delivered a guest lecture in which he talked about the implementation of EU policy and applied it to the case of cultural heritage policy. He shared his insights on the different ways in which policy implementing agencies interact with national politics and the European Commission oversight, suggesting that different national implementing practices may exist. In addition, he pointed out the importance of establishing an “implementation acquis” among implementing agencies, which may help the EU to better formulate policies in the future.

On November 18, 2014, the Department of Political Science and International Relations at Khazar University hosted Dr. Joseph Robbins for a guest lecture about the recent elections in the United States of America. Dr. Robbins is an Assistant Professor at Sheperd University and his visit was facilitated through the US Embassy Visiting Speakers program. Dr. Robbins spoke about the congressional elections in the US and informed students about their implications. He also discussed the relevance of the Obama healthcare program, immigration and foreign policy. In response to the questions from the audience, Dr. Robbins provided his insights on possible cooperation between Democrats and Republicans on the Ukrainian situation; he also compared the electoral and party systems in Eastern Europe with the USA.

On November 12, 2014, The Department of Political Science and International Relations at Khazar University has welcomed its first guest lecturer within the scope of the Mevlana Exchange Programme. The program facilitates the exchange of students and academic staff members between Turkish higher education institutions and their foreign partners. The Department will host Prof. Nurşin Ateşoğlu Güney, Head of the Political Science and International Relations Department at Yildiz Technical University. Prof. Güney will lecture on oil and politics for three weeks. She has published in the fields of security studies, Middle East, American foreign and security policy, the European Union, NATO and Turkey, energy security, arms control and disarmament.

On November 7, 2014, an article by Associate Professor Rashad Huseynov, instructor of Khazar University, entitled “The History and evolution of Islamic institutions in Azerbaijan” was published in The Caucasus and Globalization Journal (Volume 8, Issue 1-2, 2014). The research paper is studying the formation and evolution of Islamic institutions in Azerbaijan over the last three centuries, as well as conducting the comparative analysis of their roles and functions under different rules. The author has also identified the contemporary challenges faced by major spiritual bodies in Azerbaijan, especially in terms of status and scope of activities, and explored possible responses to them.

"Turkic World Seminar Series” has been launched

On November 5, 2014, the first seminar of the "Turkic World Seminar Series” was held in the Center for Turkic World Studies, which was established at Khazar University and will be officially opened soon. Professor Hamlet Isaxanli, Founder of Khazar University and Chairman of the Board of Directors and Trustees, opened the event and talked about the importance of this series of seminars and creating an appropriate platform for Turkish scholars in Azerbaijan. Then Mr. Mustafa Haşim Polat, Senior Coordinator of the Baku Office of the Turkish Cooperation and Development Agency, gave information about programs carried out by his organization in Azerbaijan. Dr. Mukhtar Hajizada, Head of the Department of Political Science and International Relations of Khazar university, noted that he believes the center will be useful for those studying Turkish political culture and history as well as those who are interested in the Turkic world and doing research in this area of scholarship. After the opening speeches, Professor Murat Yülek of Istanbul Commerce University delivered a lectured on the economic potential of the Turkic world in the era of globalization world and shared his views on various ideas on economic cooperation. Following the the talk, a discussion was held in which faculty, staff and students of the university expressed their views on the topic.

"The Caspian Sea Chessboard" is a joint project of the Center for Strategic Studies under the President of Azerbaijan (SAM) and the Italian Institute for International Political Studies (ISPI). It was published by Egea publishing house in Milan, Italy. The book was co-edited and co-authored by Azad Garibov, PhD candidate at Khazar University and research-fellow at SAM, and Carlo Frappi, Associate Fellow at the Caucasus and Central Asia Programme of ISPI. The book covers geo-political and geo-economic processes in the Caspian region, including the policies pursued by the littoral states as well as the extra-regional actors’ strategies towards the region. Along with the experts of both centers who participated in the writing of the book, several well-known experts from the Caspian littoral countries also contributed to the volume. The foreword to the book was written by SAM Director Farhad Mammadov and ISPI Director and Executive Vice-President Paolo Magri. "The Caspian Sea Chessboard" has so far been one of the most comprehensive research works accomplished on the Caspian basin which examines the relevance of the region to the modern system of international relations, as well as describing it as an autonomous sub-system with its complex regional realities and their connection to the outside world. The first part of the volume examines the transnational issues at stake in the Caspian that play an important role in determining littoral states' regional policies and which, in order to be addressed, demand cooperation among all of the riparian countries. It covers the legal status of the Caspian sea, regional arms race and militarization of the sea, energy infrastructure security, international cooperation in the field of marine environment, etc. The second chapter covers regional policies practiced on behalf of the Caspian littoral states. It tells about the interests of Azerbaijan, Russia, Kazakhstan, Turkmenistan and Iran in the Caspian Sea as well as their economic and political strategies in the region. Finally, the last chapter sheds light on the policies of the great powers in the Caspian region. Here, the authors examine the relations between the five littoral states and the United States, European Union, Turkey and China.

The academic conference was held from October 24-26 and hosted by Columbia University, New York. The panel discussed topics relating to political aspects of social science scholarship on Central Eurasia – the geographic domain which extends from the Black Sea to Mongolia and Siberia, including the Caucasus.
“Political Challenges of Religious Pluralism” Lecture

On October 22, 2014, the Department of Political Science and International Relations at Khazar University hosted Dr. Ansgar Jödicke, who is a researcher at the Université de Fribourg, Switzerland, to deliver a guest lecture on the political challenges of religious pluralism in which he talked about European schools as case studies. At the beginning of his presentation, Dr. Jödicke stated that politics of religion uses various means to support, regulate or limit religions. He has chosen the field of religion in schools to demonstrate the variety of configurations that occur across different European countries. The presentation mapped out certain controversial issues in this field: religious symbols, participation in school, and religious education. According to Dr. Jödicke, there is not one single model for religious education, but it is favorable to use this field for negotiations between the state and religious communities.
Youth Foundation Grant Competition was held

On October 18, 2014, Youth Foundation Under the President of the Republic of Azerbaijan held a presentation about the terms and conditions of a grant competition for individuals between 14-29 years old. After a brief introduction about the event by Dr. Mukhtar Hajizadeh, Head of the Department of Political Science and International Relations of the university, Vagif Seyidbeyov, the head of the fund’s sector for projects and regional work, gave information about the conditions of the competition. It was noted that since the grant competition had been announced by the foundation, this presentation which was arranged for students of Khazar University and "Dunya" School was the first presentation of its kind. It was also reported that the deadline for the project is November 18. At the end, participants’ questions were answered.
First Jean Monnet Chair in Azerbaijan Awarded to Head of Department of Khazar University

On September 17, 2014, Dr. Mukhtar Hajizada, Head of the Department of Political Science and International Relations at Khazar University, was awarded the globally recognized and prestigious Jean Monnet Chair for his academic and pedagogical activities and his professional level in the field of European integration. The Jean Monnet Chair is a pedagogical title recognizing quality of teaching and innovation specializing in European circles. The Jean Monnet Chair Award is given by the European Commission based on a global-scale international competition for a term of 3 years to support teaching and research on European integration. It should be noted that Dr. Hajizada is the first Jean Monnet Chair ever to win this award in Azerbaijan and only person in the South Caucasus in 2014.

On September 17, 2014, the Department of Political Science and International Relations at Khazar University hosted a lecture entitled “Perspectives on the European Union and the Black Sea Regional Cooperation.” The lecture was delivered by Dr. Zefi Dimadama, Director General of The International Centre for Black Sea Studies (ICBSS). The ICBSS is based in Athens and is a related body to the Black Sea Economic Cooperation (BSEC) – the intergovernmental regional organization of which Azerbaijan was a founding member. Dr. Zefi Dimadama made a presentation about the ICBSS and BSEC, informing the student body about the publications of the centre. Dr. Dimadama provided her insights into the unfolding events in the wider Black Sea area which pose a challenge to regional integration and talked about opportunities for regional cooperation and the importance of the region for the European Union. The Ambassador Extraordinary and Plenipotentiary of Greece to Azerbaijan, H.E. Mr. Dimitrios Tsoungas, who also participated in the event, also informed the audience about the priorities of the Hellenic Chairmanship of the BSEC which is from 1 July 2014 to 31 December 2014. The talk was preceded by the signing ceremony of the Cooperation and Academic Exchange Agreement between Khazar University and The International Centre For Black Sea Studies (ICBSS) – signed by Professor Hamlet Isaxanli, the Founder and Chairman of the Board of Directors and Trustees of Khazar University, and Dr. Zefi Dimadama. On September 16, 2014, the Department of Political Science and International Relations at Khazar university hosted Rt. Hon. Dr. Liam Fox, who spoke about the contemporary challenges and risks of globalization and what lessons Europe can learn from them. Dr. Fox has been a Member of the House of Commons - UK Parliament since 2010 and was Secretary of State for Defence from 2010 to 2011. The event started with a welcoming speech by Professor Hamlet Isaxanli, the Founder and Chairman of the Board of Directors and Trustees of Khazar University, who presented the guest lecturer to the audience. Dr. Mukhtar Hajizada, Jean Monnet Chair and Head of the Department of Political Science and International Relations, informed the audience about the European Seminar Series the department has launched to facilitate discussion on various aspects of European integration. Dr. Liam Fox started his presentation discussing transnational terrorism and security challenges of the modern era with a particular focus on various hotspots in the world, especially in states with nuclear security problems. He also talked about the competition over global commodities. He shared his memories as a Former Secretary of State for Defence with the audience, which was composed of students of the department as well as members of the community attending the seminar. He also shared his opinion on various topical and timely matters of international relations including the Scottish referendum, Britain and the European Union and the European Security and Defence Policy. After the question-and-answer session, the participants of the event had further informal discussion over refreshments.
Final Meeting of Staff-Student Consultative Committee of the Department of Political Science and International Relations

On June 24, 2014, the Staff-Student Consultative Committee of the Department of Political Science and International Relations held its final meeting for the current 2013-2014 academic year. Dr. Mukhtar Hajizada, the Head of the Department, convened and chaired the meeting. Following the approval of the minutes from the previous meeting of the Committee, the elected student representatives of the Committee discussed the progress made on the points raised in the previous meeting. Kamran Mammadov, Anar Qurbanov, Mirzeaga Samadov, Seda Hasanova and Gunel Mammadova suggested new agenda items which were discussed in an open and thorough manner. In conclusion, the student representatives expressed their satisfaction for the opportunity to have a structured forum to discuss their concerns with regard to teaching, learning and student support issues on the departmental level. Dr. Hajizada thanked them for their contribution to the Committee and acknowledged their university service which lasted for one academic year. The new members of the Committee will be elected by the student body of the university in the 2014-2015 academic year.
Faculty Member wins “Mobility Grant"

On June 24, 2014, The Science Development Fund under the President of the Azerbaijan Republic announced the results of its 2014 "Mobility Grant" contest for participation in scientific events and short-term foreign internship programs. It was noted that 35 projects were submitted to the contest. These projects were evaluated, and 6 projects that didn’t meet the requirements of competition were eliminated from the contest. 29 projects advanced to the scientific expertise stage. Among them 11 winning projects were determined and were approved by the Science Development Fund by a decision dated June 11, 2014. The project of Dr. Mukhtar Hajizada, Head of the Department of Political Science and International Relations, entitled “Security imperatives and opportunities for a security society in the wider Black Sea region" was one of those 11 winning projects. This year from July 30 to August 30, Dr. Hajizada will be a visiting research fellow at the University of Bath (UK).
University Faculty and Administration Visits Korea

On June 3, 2014, a delegation of Khazar University faculty and administrators, headed by Prof. Hamlet Isakhanli, the Founder and Chairman of Board of Directors and Trustees, and composed of Dr. Mukhtar Hajizada and Dr. Rovshan Abbasov, took a working trip to Seoul, the Republic of Korea. The aim of the trip was to attend the 2nd Interuniversity conference jointly organized by Khazar University and the University of Seoul and to hold a series of meetings at various Korean institutions to discuss cooperation opportunities. On May 30, 2014, the delegation from Khazar University and the representatives of the University of Seoul convened a colloquium at the University of Seoul. During the colloquium, Professor Kim Seok Woo of the Department of International Relations spoke about the Korean-Azerbaijani relations in an era of globalization. Professor Hamlet Isakhanli delivered a talk about the national identity with an emphasis on the case of Azerbaijan. Professor Se Hyun Ahn spoke about Russian and Korean relations. Dr. Mukhtar Hajizada delivered a presentation in which he compared the roles of Azerbaijan and Korea in their neighborhoods and talked about the regional cooperation in the wider Black Sea area and Asia Pacific. Professor Hwang Ji Hwan spoke about the nuclear concerns in Korea and the nuclear issue in North Korea. Dr. Rovshan Abbasov delivered a presentation about the problems and opportunities of the integrated water management in the Greater Baku area. The President of the University of Seoul Professor Kun Lee received the delegation from Khazar University and affirmed his university’s commitment to cooperation with Khazar University. On May 31, 2014, H.E. Mr. Ramzi K. Teymurov, the head of the Azerbaijani Embassy in the Republic of Korea, hosted a reception in honor of the delegation from Khazar University. During the reception, Professor Isakhanli informed the participants about the existing and prospective academic collaboration between Khazar University and Korean institutions of research and education. While in Seoul, the delegation met with the representatives of various organizations and explored opportunities for academic collaboration and student exchange. They also met with Professor Kyungsun Park from the School of Real Estate and Finance at Youngsan University and agreed on interuniversity cooperation. The delegation was also hosted by the Greenhouse Gas Inventory and Research Center of Korea and was met by Deputy Director Mr. Jae H. Hung and Mr. Song Kim of the International Cooperation unit.
Roundtable on Azerbaijan and Islam in an Era of Globalization

On May 14, 2014, the Department of Political Science and International Relations at Khazar University, in collaboration with the Baku office of the French Institute of Anatolian Studies (IFEA), organized a roundtable to discuss Azerbaijan and Islam in an Era of Globalization. Dr. Mukhtar Hajizada, who chaired the event, gave an opening speech in which he mentioned the role of religion in Azerbaijan and how it had an impact on the history, culture and lifestyle of the country. The first speaker, Dr. Elnura Azizova of Khazar University, gave a presentation on the arrival of Islam in Azerbaijan in the 7th century. Dr. Adeline Braux, a researcher at the French Institute of Anatolian Studies, shared her research findings on the religious life of the Azerbaijani community in Moscow. Dr. Mohamed-Ali Adraoui, who is a Max Weber Fellow at the European University Institute in Florence, spoke about political Islam in the contemporary world and informed the audience about Salafi trends. Dr. Anar Valiev, the dean of the School of Public and International Affairs at ADA University, talked about the role of Islam in Azerbaijan in the period after the country regained its independence. After the question and answer session, a discussion was carried out over tea and refreshments encouraging the audience to interact directly with the speakers.
64th Anniversary of Europe Day Celebrated

On May 13, 2014, the Department of Political Science and International Relations at Khazar University, in collaboration with the Delegation of the European Union to Azerbaijan, organized an event to celebrate Europe Day. This day, also known as Schuman Day, is observed across Europe to celebrate the historic Schuman Declaration of 9 May 1950. At the event,Dr. Olaf Heidelbach, the project manager at the Delegation, first delivered a presentation on the origins of the European Union, its foundation and its function today. Following the presentation, a discussion was held on a wide range of issues relating to the European integration as well as European Union- Azerbaijan relations which brought together both staff and the student body of the university.
Ambassador of the Hellenic Republic Meets with Students

On May 6, 2014, the Department of Political Science and International Relations at Khazar University had the pleasure of hosting Ambassador Extraordinary and Plenipotentiary of the Hellenic Republic to the Republic of Azerbaijan on 6 May 2014. H.E. Mr. Dimitrios Tsoungas gave a talk on Ancient Greece and the political system of the Hellenic Republic. The event was organized as a seminar series on Comparative European Politics. Starting with the Greek mythology and gods, he explained the idea of equality in ancient Greece and how the country has gone through tyranny, monarchy, dictatorship and the modern Greek state. He informed the students about the political culture and governance in Greece since 1974. Ambassador Tsoungas informed the students about the constitutional setting of his country and the role of the branches of government. The talk was followed by a question and answer session, moderated by Dr. Mukhtar Hajizada, where the students had a chance to ask questions about ancient Greek political and philosophical thought developed in the city-states including Athens. Questions were posed on the measures Greek government took to cope with the financial crisis, on the foreign policy of Greece towards its neighborhood as well as vis-à-vis the Black Sea Economic Cooperation. The ambassador reiterated his country’s commitment to the regional cooperation in the wider Black Sea area.
Khazar University Agreement with Leiden University
6 May 2014
On May 6, 2014 a Memorandum of Understanding and Student Exchange Agreement have been signed between Khazar University and Leiden University. The Memorandum will allow the two universities to explore opportunities for the organisation of joint academic and scientific activities, the sharing of expertise, and the reciprocal exchange of research and teaching staff. The Student Exchange Agreement will allow the two universities to send and receive students. The agreement will become effective from the start of the 2014-2015 academic year and will apply to the School of Humanities and Social Sciences at Khazar University and the Faculty of Humanities in collaboration with the department of Psychology of the Faculty of Social and Behavioural Sciences at Leiden University. The documents were signed by Professor Hamlet Isaxanli, the Founder and Chairman of the Board of Directors and Trustees of Khazar University, and Professor Carel Stolker, Rector Magnificus and President of Leiden University.
International Training in Leiden University

On March 11-28, 2014, within the Curriculum Development and Capacity Building in EU Studies project coordinated by Khazar University (in partnership with the Ministry of Education of Azerbaijan Republic), an academic training was organized for teachers from 6 Azerbaijani Universities (Khazar University, Baku State University, Baku State University, Nakhchivan State University, Baku Slavic University, Azerbaijan University) at Leiden University, Kingdom of the Netherlands. Khazar University was represented at the training by Dr. Mukhtar Hajizade, Head of the Department of Political Science and International Relations, and Elvin Yusifli, instructor of the department.
The training program was built around three general topics: 1. Content of EU Studies; 2. European standards for quality in education and requirements of the University of Leiden; and 3. Curriculum Development and current issues in EU Studies. On the first day of the training, goals and targets were set for the program. Then participants had the opportunity to observe courses on the European Union (EU) including Lobbying in the EU, Institution of permanent representations to the EU countries in Brussels, Decision-making and rational choice, Education and innovation, EU Law, EU policies and political programs, EU and governance, and Parliament of the Netherlands. Training participants participated as observers in various seminars, lectures, working groups, and classes in order to familiarize themselves with the program taught at the University of Leiden. As the second component of program, a discussion was conducted about quality standards applied in the EU Studies program in Europe and the Netherlands. The discussion focused on the quality of the academic staff, test methods, composition of lessons and materials used in the lessons. Finally, the third part of the program covered curriculum design and development.
Meetings were held in various organizations for the enrichment of the curriculum in practice. Information was given to participants about the Courser platform (https://www.coursera.org) and MOOC online courses applied in Leiden University. The MOOC is defined as a massive, open and online course base. MOOC courses offered by the world's leading universities over the Internet without requiring tuition are one of the most important innovations allowing courses to take on a mass nature in the field of education in recent years. It was noted that MOOC courses are only offered by a group of leading universities in the world. Anyone wishing to attend such courses an auditor is eligible to do so with his or her personal computer freely via the Internet, without special registration. It was also noted that using MOOC courses’ resources in Azerbaijan is important for students' personal development. Using opportunities offered by these courses was deemed necessary in terms of increasing knowledge in academic fields currently taught in Azerbaijan. The instructors were introduced to the experience and activity of the Innovation Center at the University of Leiden, which uses the term “Innovation in Education.” Dr. Gideon Shimshon informed participants that the center not only follows world development trends, it also strives to keep ahead of the curve, and it attaches great importance to the development of students' practical experience, allocating funds to the university's focus on innovative projects. It was noted that it is possible to achieve innovation through freedom of thought, rather than the traditional way of thinking and infrastructure. In this respect, without going the traditional way of evaluating projects, they use a highly simplified manner to allocate resources to projects based on creative ideas. During the visit, university staff members visited the Accreditation Organization of the Netherlands and Flanders. They learned that, in contrast to Azerbaijan, this activity is carried out by an independent body accredited in Holland. Participants’ questions were answered about the activities of this organization, the newly accredited university and conditions required by the programs.
Lecture by British Ambassador at Khazar University

On March 4, 2014, the latest event of the Department of Political Science and International Relations within a series on the Comparative Politics of European Countries was dedicated to British Politics and Political Culture. His Excellency Mr. Irfan Siddiq, Her Majesty's Ambassador to the Republic of Azerbaijan, delivered a special lecture on Politics and Political Culture of the United Kingdom of Great Britain and Northern Ireland. Ambassador Siddiq talked about how the United Kingdom has evolved since the Magna Carta was issued in 1215, and he explained the current decision-making process and mechanisms as well as public administration in Britain. He also briefed the audience on the principles and priorities of British Foreign Policy. Moreover, he let the participants of the event know about the stances of both the Conservatives Party and the current coalition government, which is composed of Conservatives and Liberal Democrats, on the British membership in the European Union and the chances of Britain leaving the Union. In the question and answer session, which was moderated by Head of Department Dr. Mukhtar Hajizada, students asked the ambassador about various topics of contemporary international relations including the referendum on Scottish independence to be held on 18 September 2014 and British policy on Syria. He also responded to questions on the changes to the visa service of the embassy, since visa applications will now be collected by the Visa Application Centre in Baku but processed in Istanbul starting on 1 April 2014. Following the discussion, Ambassador Siddiq and his wife, Mrs. Penélope Siddiq, were hosted by Prof. Hamlet Isaxanli, the founder and chairman of the Board of Directors and Trustees of Khazar University. They guests were presented with information about the university as well as the scholarship opportunities at Khazar University for prospective students from Britain.
Russian Ambassador at Khazar

On February 28, 2014, the Extraordinary and Plenipotentiary Ambassador of the Russian Federation in Azerbaijan Republic, Vladimir Dorokhin, visited Khazar University. First,the guest met with Prof. Hamlet Isaxanli, founder of Khazar University and Chairman of its Board of Directors and Trustees. H. Isaxanli welcomed the guest warmly and informed him about the main activities of Khazar University, expressing his satisfaction with the level of cooperation between the Embassy and the university. Then, a meeting of V. Dorokhin was held with instructors and students. H.Isaxanli introduced the guest to the students and gave detailed information about his diplomatic activity. The ambassador delivered a lecture to the students on "Russia in the contemporary world." After the lecture, students majoring in international relations, political science and regional studies asked him questions. At the end of the discussion, H. Isaxanli expressed his gratitude to the ambassador and emphasized that cooperation between Khazar University and the Russian Embassy will be further developed. Open Lecture by French Ambassador on Political Structure and Culture of France

On February 18, 2014, His Excellency Mr. Pascal Meunier, Ambassador of the Republic of France to the Republic of Azerbaijan, delivered a special lecture upon the invitation of the Department of Political Science and International Relations at Khazar University. He spoke about French politics and provided a comprehensive overview of the political culture of this country.
He highlighted the Franco-German friendship which became possible in the aftermath of the Second World War and laid the cornerstone of regional integration into Western Europe. Furthermore, he informed the audience about the stand of France with regard to the Eastern and Southern dimensions of the European Union and made mention of the participation of President François Hollande at the Eastern Partnership Vilnius Summit on 29 November 2013. Providing his opinion about the current state of cooperation between the EU and the Eastern Neighbours, Mr. Meunier highlighted the importance that Ukraine find its way - in accordance with the people demonstrating for more cooperation with the EU.
In the question and answer session, students had a chance to ask their questions on the French position on various matters occurring in the present including Syria, Mali and Iran. In his answer to the question about the French position in regard to Nagorno Karabagh, the ambassador spoke about the necessity to think about the communities on both sides suffering from the conflict, highlighting the problem of contradiction of general principles in international law, which he called the unconscionable principles. Ambassador Meunier emphasized the importance for France of the principle of territorial integrity but also brought up the stance of France in the unique case of Kosovo, which differentiates from Karabagh. He pointed out how Armenia loses many opportunities by not being on track between Azerbaijan and Turkey but also mentioned possible opportunities for reconciliation in the near future. In response to various calls to the French governments to give up their seat as one of the three Minsk Group chairs, the ambassador reiterated that the decision for such a format was made at the time when the group was formed and maintained that there is no reason why France should give their seat to the European Union.
Constituent meeting of the Departmental Staff-Student Consultative Committee

In September 2013, the Department of Political Science and International Relations announced its plans to establish a special committee in order to facilitate dialogue with its student body and to affirm our commitment to developing innovative approaches to education, teaching and learning, following the exemplary European models. Therefore, the Departmental Staff-Student Consultative Committee (SSCC) has been structured to provide a forum for students to discuss their academic concerns including teaching, learning and student support issues in an open manner at the Departmental level. The SSCC is comprised of student representatives and members of our academic staff.Elections were held for all the seats in the committee throughout the month of October as a result of which 15 members now represent the student body of the department. The Khazar University Student Union administered the electoral process under the personal supervision of the Head of Department and the observation of the Dean of the School of Humanities and Social Sciences. Elections were conducted in an efficient and transparent manner. Candidates nominated themselves and were elected by students raising their hands to ensure the integrity of the electoral process and the absolute confidence of the voting students. The elected student representatives (ESRs) of the Committee now represent all of the students of undergraduate and postgraduate programs in Political Science, International Relations and Regional Studies and will serve for one academic year.
On December 5, 2013, the Head of the Department called for the constituent meeting and convened the committee. Dr. Mukhtar Hajizada opened the meeting and confirmed his desire to create a meaningful educational experience in the best interest of students and the department. He reiterated that the aim is to look beyond what the department is currently doing in order to identify great ideas from students and put them into practice where possible. Following the approval of the rules of procedure by the committee members, and the adoption of the agenda of the constituent meeting of the committee, a number of problems were raised and suggestions were put forward by the ESRs of the committee. They were very proactive in raising issues for the agenda of meetings representing students' views. They should ensure that students' views are collected and heard at the SSCC. A lively question and answer session on various concerns took place before the chair made his final remarks of the meeting. They will have to ensure that discussions are documented and the students are kept informed of resulting decisions by reporting actions they have agreed upon back to the students they represent. The ESRs will be assigned to produce and distribute an annual summary of the issues discussed and actions taken at the end of every academic year.
Lecture on Caribbean and European Regionalism

On December 4, 2013, the Department of Political Science and International Relations facilitated a talk by Mr. Sehon Marshall, the former Chairman of the National Telecommunications Regulatory Commission (NTRC) of Saint Vincent and the Grenadines. Azerbaijan established diplomatic relations with this Eastern Caribbean country in 2011 and hosted that country’s Prime Minister, Honourable Ralph Gonsalves, in that same year. Mr. Marshall came to Azerbaijan on an education scholarship offered through Azerbaijan International Development Agency, the agency established to foster deeper cooperation between Azerbaijan and its international friends. The speaker discussed the origins of the Regionalisation in the Eastern Caribbean region. He gave an overview of the organs and institutions of the Organisation of Eastern Caribbean States (OECS) with specific reference to their composition and functions. He further offered a comparative analysis of the OECS with the European Union and the Organisation of the Black Sea Economic Cooperation established in 1998 with Azerbaijan as one of its founding members. In addition, the participants were exposed to the roles played by Azerbaijan within the context of BSEC as compared with the role of St. Vincent and the Grenadines within the OECS. The speaker took the opportunity to highlight potential areas for deepening cooperation between Azerbaijan and St. Vincent and the Grenadines in investment in tourism, financial services, as well as light manufacturing and information technology. This event was the latest in a series of events organised by the Department of Political Science and International Relations of Khazar University to expose the student body to examples of regional integration existing in other parts of the world.

On November 27, 2013, before the start of the third Eastern Partnership Summit, scheduled to take place in Vilnius on November 28-29, the Department of Political Science and International Relations organized an event and hosted the Acting Head of the Delegation of the European Union to Azerbaijan, Mr. Toralf Pilz. Dr. Mukhtar Hajizada, Head of the Department, first set the scene for the speaker and provided an overview of the Eastern Partnership and the key areas where it focuses. Mr. Toralf Pilz then provided a detailed and comprehensive presentation about the Eastern dimension of the European Neighbourhood Policy. He emphasized that cooperation in areas such as the rule of law and good governance, respect for human rights and basic freedoms, market economy and sustainable development constitute the basis of the partnership. Mr. Pilz reiterated that the main goals are to support political and socio-economic reforms in partner countries in order to accelerate political association and economic integration, to support civil society and mobility of citizens, and visa liberalization in the long term. He also informed the audience that this partnership entails both multilateral and bilateral tracks of cooperation. In response to questions from the students, he talked about the standing issues in the negotiations between the EU and Azerbaijan on the modified version of the Association Agreement and the Strategic Modernization Partnership and the possibility for an altered Deep and Comprehensive Free Trade Agreement.
Polish Ambassador reiterated the support of Poland to the Eastern Partnership

On November 25, 2013, on the eve of the third Eastern Partnership Vilnius Summit, scheduled to take place on 28-29 November 2013, the Department of Political Science and International Relations at Khazar University organized a meeting for its students with the Ambassador Extraordinary and Plenipotentiary of the Republic of Poland to Azerbaijan. The Head of the Department, Dr. Mukhtar Hajizada, first welcomed and expressed thanks to Ambassador Labenda for coming to Khazar University. Dr. Hajizada reminded the audience about the particular role Poland played as a co-initiator of the Eastern Partnership which is an initiative structured to bring six Eastern European Partners closer to the European Union. Ambassador Labenda reiterated his government's commitment to the Eastern Partnership and its willingness to play a role in the process. Talking about the Polish policy towards the Eastern neighbourhood, Ambassador Labenda expressed his ideas about the negotiated Agreements on a Deep and Comprehensive Free Trade Area, Association Agreements and Visa Facilitation agreements linked to Readmission Agreements. Sharing his views on the completed EU accession process of Poland and the significance of the Eastern Partnership, the Ambassador stressed the benefits of free trade and the advantages of having an open market for the countries of the Eastern Partnership; how the EU can upgrade its trade and investment in the Eastern neighborhood; and the possible economic reforms the countries may need to make. Ambassador Labenda mentioned the flagship initiatives and the educational opportunities to study at Polish and European universities. Ambassador Labenda said that the Eastern Partnership is not about a platform for resolving conflicts, and the solution for the Nagorno-Karabagh conflict should be found between Armenia and Azerbaijan with the facilitation of the Minsk Group. He acknowledged the fact that Armenia is an aggressor because of the occupation of the Azerbaijani territories.

On November 5, 2013, the Department of Political Science and International Relations at Khazar University organised a roundtable discussion with Thomas de Waal and James F. Collins on Azerbaijan’s international relations and challenges over the Nagorno Karabagh conflict. The head of the Department, Dr. Mukhtar Hajizada, moderated the discussion, which was conducted in an interactive manner where students contributed actively to the discussion. De Waal is a senior associate at the Carnegie Endowment, specializing primarily in the South Caucasus and the conflicts there. Ambassador Collins was the U.S. ambassador to the Russian Federation from 1997 to 2001. He is a Director of the Russia and Eurasia Program at the Carnegie Endowment and is an expert on the former Soviet Union, its successor states, and the Middle East. De Waal highlighted the enormous changes he has been observing in the region - from the times when drones were flying in the sky to the infrastructural improvements. He reminded the audience about the important steps of the peace talks on Nagorno-Karabagh, including the negotiations between Ter-Petrosian and Aliev in 1997, Key West in 2001 and Kazan in 2011. He stressed the necessity to understand that Karabagh is not a frozen conflict, but it is the peace process that is frozen and deserves attention. He said that the two societies have not been able to cross the phsychological line and work with the other side. De Waal expressed his regrets that nothing has changed with regard to the Karabagh conflict and called it a ‘dynamic of no change.’ James F. Collins stressed the need to understand the emotional side of conflicts including the Karabagh war, which is the most immediate one for Azerbaijanis. He reminded the audience of the difficulties of solving conflicts even through diplomatic means. In his opinion, a greater intensity of interest that existed in the past over the Karabagh conflict in the West is now overshadowed by the contemporary problems in Washington and the international community is also unprepared to make decisions for Armenia and Azerbaijan and all the people involved. Sharing his thoughts on the issue, U.S. Embassy Public Affairs Officer Dr. Stephen A. Guice, who also participated in the event, said that the U.S. government hopes to see progress on Nagorno-Karabagh. Secretary of State Kerry is very interested in seeing progress and a settlement in conflict, President Obama recently wrote a letter to President Aliyev about finding a solution, and Ambassador Warlick has just been named as the new Minsk Group co-Chair for the U.S. and is intensely interested in seeing movement on the conflict.
Regional Security in the South Caucasus: The role of the US

On November 1, 2013, the Department of Political Science and International Relations at Khazar University hosted Mr. Glen Howard, president of the Jamestown Foundation for a public lecture. The Head of the Department Dr. Mukhtar Hajizada first thanked Mr. Howard for accepting his invitation to come and speak about Azerbaijan and the role of the US in regional security in the South Caucasus. Mr. Howard spoke today about US national security interests in the South Caucasus over the past fifteen years, analyzing the evolution of American interests in the region, starting with US oil investment in the Caspian in the 1990s, to the creation of oil and gas pipelines to export Azerbaijani oil to western energy markets via Turkey. He addressed the changes that occurred in bilateral security relations between NATO and Azerbaijan during this period as well, starting with the NATO Partnership for Peace Program which opened a door for Azerbaijan into NATO as well as security cooperation with the United States. Mr. Howard then addressed how US interests changed after the tragedy of 9/11 in New York which deepened US interests in Azerbaijan because of American military involvement in Afghanistan as NATO began using Azerbaijan as a key transportation hub for NATO supplies sent to Central Asia. Mr. Howard also identified the new role that the Black Sea region is playing in Azerbaijani strategy through its energy investments in the Balkans. This new geopolitical development is transforming the role of Azerbaijan in the wider Black Sea and also is elevating its status as a player in the Balkans. Following his talk, Mr. Howard answered questions by students about American interests in the region and addressed Azerbaijan’s growing role in global affairs, moving from regional interests in the Caspian to a country with wider global ties.

On October 30, 2013, The Department of Political Science and International Relations hosted a public lecture by Dr. Mimi Kornazheva, Associate Professor at the University of Ruse (Bulgaria) and Director of Bulgarian-Romanian Interuniversity Europe Center (BRIE). She talked about the European Integration in Practice: A Case Study of a Sustainable Cross-Border Cooperation between Bulgaria and Romania.

UACES is the academic association for academics, students and practitioners who are interested in Contemporary European Studies and aims to promote teaching and research in Contemporary European Studies. UACES was established in 1969 and is a Registered Charity in England and Wales.
Public lecture by Dr. Fabienne Bossuyt

On October 17, 2013, the Department of Political Science and International Relations hosted a public lecture by Dr. Fabienne Bossuyt. Dr. Bossuyt is an Assistant Professor at the Centre for European Union Studies within the Department of Political Science, Ghent University (Belgium). She was hosted by our Department as a Visiting Researcher from 16 September until 16 October. The public lecture was entitled The involvement of the Eastern European Member States of the European Union in the engagement of the Union with the post-Soviet states. Dr Bossuyt first talked about the European Union and European integration. She then introduced the topic of the broader research project which examines whether the involvement of the Central and Eastern European EU member states in the EU’s relations with the post-Soviet countries strengthens the EU’s engagement with these countries. At the end of the lecture, Dr Bossuyt presented the results of her field work in Baku, which focused on the participation of civil servants and officials from Central and Eastern European EU member states in EU Twinning projects in Azerbaijan.
