Khazar University organizes a countrywide simulation on Eastern Partnership Summit
On December 14, 2022, the Political Science and Philosophy Department of Khazar University organized a countrywide simulation of the 2021 Eastern Partnership Summit.
Organized within the Erasmus+ Jean Monnet Module project, the simulation of the Eastern Partnership summit was attended by the students of the 7 Azerbaijani higher education institutions.
Previously instructed by the academic coordinators of the Erasmus+ Jean Monnet Module project Dr. Elmar Mustafayev and Zibar Huseynova on the roles and competencies of the EU and its institutions, the European Neighborhood Policy and the Eastern Partnership, the students were split into the roles of heads of states or governments of the member-states, the President of the European Council, as well as the leaders of the Eastern Partnership countries. The participant students were tasked with studying the position of their respective roles from the perspective of their national interest and security concerns, as well as the common European interests.
The summit of the EU and Eastern Partnership leaders discussed the renewed agenda of the Eastern Partnership, commitment of the EU to the EaP and vice versa, the economic consequences of the COVID-19 pandemic, economic and investment plans of the EU on EaP countries’ economy, further political and economic integration of the EaP countries, institutions and good governance, energy security, and market opportunities.
The simulation of the EU-Eastern Partnership Summit was concluded with the Joint Declaration of the Eastern Partnership.

Khazar University organized a countrywide simulation on EU response to Migration Crisis: Irregular Migration & Return
On December 13, 2022, the Political Science and Philosophy Department of Khazar University organized a countrywide simulation on the meeting of the European Council over response of the EU on irregular migration and return.
Organized within the Erasmus+ Jean Monnet Module, the simulation of the European Council meeting was attended by students from 6 Azerbaijani HEIs and 2 HEIs of foreign countries.
Previously instructed by the academic coordinators of the Erasmus+ Jean Monnet project Dr. Elmar Mustafayev and Zibar Huseynova on the roles and competencies of the EU and its institutions, the students were split into the roles of heads of states or governments of the member-states, and the President of the European Council. The participant students were tasked with studying the position of their respective roles from the perspective of their national interest, interests and ideology of their ruling party or coalition governments, as well as the common European interests.
During the simulation day, the common work on migration and asylum, saving lives at sea and targeting criminal migrant traffickers, inflow of migrants from Southern and Eastern borders, distribution of migrants among the member states, and the common rules for managing to return irregular migrants were subject of discussion.
Despite the difficulties to find the common ground on the above-mentioned topics, the students simulating the EU summit acknowledged the importance of ensuring effective external border control.

Khazar University organized a countrywide simulation on EU response to Russia’s invasion of Ukraine
On December 12, 2022, the Political Science and Philosophy Department of Khazar University organized a countrywide simulation on the meeting of the European Council over its response to Russia’s invasion of Ukraine.
Organized within the Erasmus+ Jean Monnet Module, the simulation of the European Council meeting was attended by students from 6 different HEIs.
Previously instructed by the academic coordinators of the Erasmus+ Jean Monnet project Dr. Elmar Mustafayev and Zibar Huseynova on the roles and competencies of the EU and its institutions, the students were split into the roles of heads of states or governments of the member-states, the President of the European Council, and the High Representative of the Union for Foreign Affairs and Security Policy. The participant students were tasked with studying the position of their respective roles from the perspective of their national interest and security concerns, as well as the common European interests.
During the simulation day, the sanction packages of the EU to Russia become the subject of heated debate among the member-states. While some member-states demanded imposing sanctions on Russia’s energy sector, the others due to their considerable reliance on Russia’s energy disagreed to hit on Russia’s energy export.
Despite the differences, the students simulating the EU summit agreed on imposing a new sanction package, as well as the humanitarian, economic and military assistance of the Union to Ukraine.
