On October 5, 2023, a meeting was held with representatives of the Don State Technical University of Russia.

Prof. Acad. Hamlet Isakhanli, founder, chairman of the Board of Directors and Trustees of Khazar University, Assoc. Prof. Irada Khalilova, rector, Mahammad Nuriyev, vice-rector for Academic Affairs, Jeyhun Mammadov, dean of the School of Economics and Management, Fakhranda Efendiyeva, dean of the School of Science and Engineering, Tarlan Orujova, deputy dean of the School of Humanities, Education and Social Sciences, employees of the International Relations Office Fatima Valiyeva and Arzu Badalov, rector of Don State Technical University Prof. Besarion Meshki, head of the International Relations Office Alina Vinitskaya, assistant to the rector Dmitry Dzhedirov, International Cooperation Specialist Yegana Ahmadova attended the event.

Alina Vinitskaya and Arzu Badalova made presentations about their universities during the meeting. The subject of discussion of the meeting was the establishment of mutual relations and the agreement of mutual understanding was signed.

At the end of the meeting, the parties presented each other with gifts.
