On December 21, 2023, a gathering took place between Khazar University and Hebei Normal University of China.

The meeting was attended by the guests - Dai Jianbing, former party secretary and delegation head of Hebei Normal University, Zhang Xuewen, head of the Business Faculty, Guo Xiaoli, head of the Faculty of Foreign Studies and Russian Center, Cheng Hong, lecturer of the Faculty of Foreign Studies, Qi Xiaoyan, dean of the College of International Cultural Exchange, Agshin Aliyev, the lecturer of Beijing Foreign Languages University researcher of the Department of Regional Studies of this university; Prof. Acad. Hamlet Isakhanli, the founder of Khazar University, chairman of the Board of Directors and Trustee, Assoc. Prof.Irada Khalilova, the rector of the university, Ingilab Ahmadov, the dean of the Graduate School of Economics and Business, Fakhranda Efendiyeva, the dean of the School of Science and Engineering and Fatima Valiyeva, the head of the International Relations Department.

During the discussion, Fatima Valiyeva, the head of the International Relations Department, highlighted aspects of Khazar University, while Ingilab Ahmadov, the dean of the Graduate School of Economics and Business, provided insights into ongoing projects. Agshin Aliyev, a lecturer from Beijing Foreign Languages University and a researcher in the Department of Regional Studies, shared information about the Chinese Research Center. Qi Xiaoyan, the dean of the College of International Cultural Exchange, presented on Hebei Normal University.

The focal point of the discussions centered around fostering mutual relations.

Following the exchange of views, a memorandum of understanding was signed to enhance collaboration between the two educational institutions. Presentations about Chinese culture were delivered by representatives from Hebei Normal University.

The meeting concluded with the exchange of gifts between the parties.
