On December 26, 2023, the International Education Opportunities Forum in Azerbaijan was held at the Four Seasons Hotel under the organization of the Ministry of Science and Education. Rectors of local higher education institutions, educators, international experts and international students, Deputy Minister of Science and Education Hasan Hasanli, Director of the State Agency for Science and Higher Education Ulker Sattarova, Head of the International Development Agency of the Ministry of Foreign Affairs Elmaddin Mehdiyev, Deputy Chief of the Migration Processes Head Department of the State Migration Service Tamilla Hajiyeva, Head of Khazar University's International Relations Department Fatima Valiyeva, coordinators Turan Alizade and Arzu Badalova attended the forum.

The forum aimed to transition to a more productive model of the traditional year-end meeting with local higher education institutions. It included presenting a report on the education of foreign students in Azerbaijan for the 2023-2024 academic year, discussing university development in internationalization, and recognizing outstanding universities in working with foreign students based on the 2023 action plan.

Note that, Khazar University was honored with a "Certificate of Appreciation " from the Ministry of Science and Education, acknowledging its exceptional performance in terms of foreign student mobility in Azerbaijan and its high achievements in the country's higher education institution rankings.
