On March 8, 2023, Telman Nusratoghlu Guliyev, head of Khazar University's History and Archeology Department, was a guest of arb24 channel's "Gündəm" (“Agenda”) program.

The head of the department shared his views with the audience and stated that starting from Kocharyan to Vardanyan and others, all of them are figures of the Russian special services in the region, spoke on the tasks assigned to them, Russia's promotion of occupation and separatism through these agents in order to maintain its influence and existence in the South Caucasus from the collapse of the Soviet Union to the present, obstacles to the resolution of the Azerbaijan-Armenia conflict and its reasons in the program.

In his speech, he mentioned that despite the fact that two and a half years have passed since the tripartite declaration, Russia and Armenia have still not fulfilled their obligations, and noted that the remnants of the occupying forces in the territories of Azerbaijan have not been removed, and the Zangezur corridor has not been opened.
