The Khazar University Ethics Committee defines the guiding principles and procedural framework for addressing ethical matters arising within the University’s governance system, workplace and learning environment. It operates in line with the Constitution and Labor Code of the Republic of Azerbaijan and relevant internal University policies, and is guided by legality, equality, respect for human dignity, fairness, impartiality, confidentiality, and accountability. The Committee considers issues such as professional conduct, harassment and bullying, discrimination, student disciplinary matters, academic misconduct, conflicts of interest, abuse of authority, and misuse of University resources, while excluding research ethics cases from its scope. It receives and registers reports through multiple channels, conducts preliminary assessments and investigations, requests documentation and explanations, and may invite parties or witnesses to meetings. Based on evidence, it issues recommendations—such as corrective actions, mediation, training, or policy improvements—or refers cases for disciplinary measures as appropriate.
The Committee meets at least monthly, ensures due process and protection against retaliation, and prepares an annual anonymized report summarizing activities and outcomes.
