General Information
The Khazar University Ethics Committee outlines the guiding principles and procedural framework for addressing ethical matters within the University’s governance system, workplace, and learning environment. It operates in line with the Constitution and Labor Code of the Republic of Azerbaijan and relevant internal University policies, and is guided by legality, equality, respect for human dignity, fairness, impartiality and confidentiality.
The Committee reviews cases related to professional conduct, harassment and bullying, discrimination, student disciplinary issues, academic misconduct, conflicts of interest, abuse of authority, and misuse of University resources, while excluding research ethics cases. It receives reports through multiple channels, conducts assessments and investigations, requests documentation, may invite relevant parties, and issues evidence-based recommendations or refers cases for disciplinary measures when appropriate.
The Ethics Committee Regulations outline the Committee’s mandate, scope, reporting channels, review procedures, and decision-making processes. They ensure due process and confidentiality, and define how ethical concerns are assessed, investigated, and resolved.
Ways of submitting claims and complaints
Ethical concerns may be reported through the online submission form available on the official website of Khazar University.
In addition, reports can be submitted via the channels specified in the Ethics Committee Regulations:
All reports received through the online form are registered and reviewed in accordance with the University’s Internal Reporting Procedure, ensuring confidentiality and data protection. Anonymous reporting is permitted; however, the Committee’s ability to investigate and follow up may be limited if contact details are not provided or if the information submitted does not include sufficient evidence. Anonymous submissions are assessed based on the details provided and pursued to the extent that adequate factual information allows an effective review and follow-up.
Reports
The Ethics Committee prepares an annual anonymized report summarizing its activities, key themes, and outcomes. The report supports continuous improvement through recommendations such as corrective actions, mediation, training, and policy enhancements.

Meeting Timeline
