The next meeting of the Academic Council of Khazar University was held on July 9, 2026. Dr. Razia Isaeva, Rector of the University, who chaired the meeting, brought the items on the agenda to the attention of Council members.
At the outset of the meeting, information was provided on changes in the composition of the Academic Council, and discussions were held on matters considered priorities for the university — including the preparation of strategic activity plans for departments, the recruitment of new academic staff, and other current directions.
The meeting then proceeded to the discussion of the agenda items. Under the first agenda item, faculty deans presented information on graduates, providing a report on their academic performance and successful completion of academic programs. The information was presented by Dr. Fakhrandа Afandiyeva, Dean of the Faculty of Natural Sciences and Engineering; Dr. Dilara Rasulova, Dean of the School of Economics and Management; Dr. Milana Abbasova, Dean of the School of Humanities, Education and Social Sciences; Dr. Gunel Bahaddinova, Dean of the Graduate School of Science, Art and Technology; and Dr. Muhammad Charkazov, Vice-Dean of the School of Economics and Business.
The second agenda item concerned the renaming of the dissertation topic of doctoral student Gunel Shamkhal gizi Huseynova in the specialty 1202.01 — "Analysis and Functional Analysis." The proposed new topic was approved by the Academic Council.
The third agenda item related to the approval of entrance examination programs for the specialty subject under the Doctor of Philosophy program. The Secretary of the Academic Council, Dr. Gunel Bahaddinova, provided information on the matter, stating that entrance examination programs had been prepared for the 2026 academic year for the following three specialties at the Doctor of Philosophy level:
3347.01 — Nanotechnology and Nanomaterials (in Technical Sciences)
5714.01 — Comparative-Historical and Comparative-Typological Linguistics
5908.01 — Political Theory
Dr. Gunel Bahaddinova noted that internal and external expert reviews had been obtained for each program and forwarded to members of the Academic Council. Having familiarized themselves with the programs, the Academic Council members approved them by affirmative vote.
Under the next agenda item, faculty deans presented the results of the examination session for the spring semester of the 2025–2026 academic year. Views were exchanged on students' academic achievements, examination performance, and measures to be taken to improve the quality of teaching.
Under the fifth agenda item, a report on the activities of the Mawlana Literary-Philosophical Research Centre was presented by Dr. Farida Seyidova. The report provided detailed information on the scientific projects implemented by the Centre, events organized, and future directions of activity.
The next agenda item of the meeting involved the discussion of a petition submitted to the Academic Council of Khazar University regarding an application to the Higher Attestation Commission under the President of the Republic of Azerbaijan for the conferral of the title of Professor upon Isaxan Isakhanli, Vice-Rector for Administration and Student Affairs and Professor at the Department of Languages and Literatures, in recognition of his scholarly and pedagogical activities in the field of philological sciences. Rector Dr. Razia Isaeva provided detailed information about the candidate. A counting commission was then established and a secret ballot was held. The results were announced to Council members by the Chairman of the counting commission, and the minutes were drawn up.
At the close of the meeting, Prof. Acad. Hamlet Isakhanli, founder of Khazar University and Chairman of the Board of Directors and Trustees, brought to the attention of Council members matters of importance for the development of the university.
Thus, all items on the agenda of the Academic Council meeting were discussed and relevant decisions were adopted.
