On May 26, 2026, Ruslan Khalilov, a lecturer at the Department of Political Science and Philosophy at Khazar University, participated in the III Republican Scientific Conference on "The First Parliamentary Republic of the Muslim East in Historical Research" organized by the Faculty of History of Baku State University and dedicated to the 108th anniversary of the establishment of the Azerbaijan Democratic Republic and May 28 - Independence Day, and delivered a speech on the topic "Philosophical Analysis of the Concept of the Value of Man and Personality during the Period of the Azerbaijan Democratic Republic".

The main goal of the event was to study the historical heritage of the Azerbaijan Democratic Republic, study the realities of the genocide, strengthen scientific cooperation between scientists and researchers, as well as familiarize students and undergraduates with new research results. Representatives of various higher education and scientific institutions participated in the conference, and reports on the history of Azerbaijani statehood and the Republic period were heard.
