Associate Professor Orkhan Valiyev, Head of the Department of Political Science and Philosophy at Khazar University, and doctoral student Burcu Temü have published an article entitled "Foreign Policy of Azerbaijan After the Soviet Union" ("Sovyetler Birliği Sonrası Azerbaycan'ın Dış Politikası") in the book "Türk Dünyası Yıllığı 2024" published by Necmettin Erbakan University Press (NEU Press). (Volume 1, No. 477, pp. 27-56, 2025).
The authors analyze the formation process of Azerbaijan's foreign policy after the dissolution of the Soviet Union in the context of key factors such as the Karabakh problem and energy resources. The article notes that Azerbaijan's foreign policy in the post-independence period went through various leadership stages, characterized by political instability and weak governance experience in the initial phase, and subsequently strengthened based on a balanced and strategic approach in later periods. It is particularly emphasized that the institutionalization of energy policy during the Heydar Aliyev era and the liberation of Karabakh during the Ilham Aliyev period significantly strengthened Azerbaijan's international position.
