Associate Professor Orkhan Valiyev, Head of the Department of Political Science and Philosophy at Khazar University, participated in the panel titled "Azerbaijan's Chairmanship of the Organization of Turkic States and the Future of the Turkic World" held on December 10, 2025, in Ankara, co-organized by Hacettepe University and the Center for Analysis of International Relations (an institution operating in Baku - CAIR) at Ankara Hacı Bayram Veli University.

Prior to the event held at Hacettepe University, the delegation met with the university's rector, Professor Mehmet Cahit Güran, under the leadership of Dr. Rashad Mammadov, Ambassador Extraordinary and Plenipotentiary of the Republic of Azerbaijan to Türkiye. Following the cordial meeting at the rector's office, Ambassador Dr. Rashad Mammadov delivered the opening speech.

After the program at Hacettepe University concluded, the next part of the panel continued at Ankara Hacı Bayram Veli University, jointly organized by that university and the Center for Analysis of International Relations at the Ankara Gaspirali Foreign Policy Institute. Diplomats, political party representatives, experts, and students participated in the event. The panel ceremony opened with a minute of silence in memory of the martyrs, as well as the performance of the national anthems of Azerbaijan and Türkiye.

Subsequently, Professor Hülya Bayraktar, Vice Rector of Ankara Hacı Bayram Veli University, and Dr. Rashad Mammadov, Ambassador Extraordinary and Plenipotentiary of the Republic of Azerbaijan to Türkiye, delivered speeches. The panel discussions then commenced under the moderation of Dr. Kadir Ertaç Çelik. The panel featured presentations by Dr. Javid Valiyev, member of the CAIR Board of Directors; Associate Professor Nazim Jafarov, lecturer at Azerbaijan State University of Economics; Professor Fırat Purtaş, Dean at Ankara Hacı Bayram Veli University; Associate Professor Esma Özdaşlı, Director of the Gaspirali Foreign Policy Institute; Associate Professor Levent Ersin Orallı, lecturer at Ankara Hacı Bayram Veli University; and Associate Professor Orkhan Valiyev, Head of Department at Khazar University.

In his presentation titled "Azerbaijan-Turkistan Relations Following the Second Karabakh Victory," Associate Professor Orkhan Valiyev discussed the new geopolitical realities emerging in the region, integration dynamics among Turkic states, and future directions for cooperation. Discussions were conducted based on questions from the audience.

At the conclusion of the event, commemorative gifts were presented to participants, and commemorative photographs were taken with panel participants.
