On November 24, 2025, Khazar University hosted a meeting with a delegation from Uzbekistan’s Tashkent State Transport University and the International University of the Turkic States.

The meeting was attended by Prof. Dr. Baxodir Turayev, Vice-Rector of Tashkent State Transport University and Rector of the International University of the Turkic States; Assoc. Dr. Meryem Karlık, Chief Specialist of the International Cooperation Department of Tashkent State Transport University; and Dr. Melike Başbınar, Director of the Uzbek-Turkish Technical Cooperation Center. Khazar University was represented by the university’s founder and Chairman of the Board of Directors and Trustees, Prof. Acad. Hamlet Isakhanli; Rector Dr. Raziye Isayeva; Vice-Rector for Academic Affairs Prof. Mahammad Nuriyev; faculty deans; and staff of the International Relations Department.

During the meeting, opportunities for cooperation between the two universities, exchange programs, and ways to strengthen ties were discussed, with an exchange of views on the next steps.
Rector Dr. Raziya Isayeva delivered a presentation about Khazar University, providing the guests with detailed information on the university’s history, international collaborations, and capabilities.

A Memorandum of Understanding was signed between Khazar University, Tashkent State Transport University, and the International University of the Turkic States.
The meeting concluded with the presentation of gifts and the taking of commemorative photographs.
