On November 21, 2025, a meeting was held at Khazar University with representatives from Bar-Ilan University (Israel) and Governors State University (USA).

The meeting was attended by Dr. Smirnov, Director of the Strategic Leadership Institute at Bar-Ilan University, and Dr. Nataliya Rekhter, Associate Professor at Governors State University and Fulbright alumna. Dr. Rekhter has been working at Khazar University under a Fulbright Scholar grant, teaching courses in health economics and management, as well as assisting in the development of new master's programs.

The meeting was attended by Prof. Acad. Hamlet Isakhanli, Founder of Khazar University and Chairman of the Board of Directors and Trustees; Prof. Mahammad Nuriyev, Vice-Rector for Academic Affairs; faculty deans and department heads; and staff members of the International Relations Office.

During the event, a presentation about Khazar University was delivered by Gunel Bahaddinova, Dean of the School of Science, Art and Technology. Opportunities for developing academic cooperation, joint projects and other collaborative relationships between Khazar University and Bar-Ilan University were discussed.
