On November 5, 2025, Ruslan Khalilov, a lecturer at the Department of Political Science and Philosophy at Khazar University, delivered a speech with the thesis "The Role of Personality in the Constitutional Principles of Civil Society" at the international scientific-practical conference on "State Sovereignty and National Constitutions in the 21st Century."

It should be noted that the conference, jointly organized by the Social Research Center of Azerbaijan and the Faculty of Law of Istanbul University, Türkiye, was organized within the framework of "2025 - Year of Constitution and Sovereignty in the Republic of Azerbaijan".
