On November 24, 2019, the zerkalo.az news portal published an analytical report (by Elya Belskaya) with expert opinions on the Dual Degree Program to be financed by the State Oil Fund, local and foreign legal entities and individuals, with the reference to Trend News Agency’s edition in Russian language. Professor Hamlet Isakhanli, the Founder of Khazar University, Chairman of its Board of Directors and Trustees, also commented his considerations on the program and spoke about the university's relationship with foreign universities.
