Open Access at Khazar University
Khazar University is committed to ensuring that education extends beyond its students/staff by providing open access to learning facilities, training programs and academic resources for the wider community. Through its ongoing initiatives, the University contributes to lifelong learning, professional development and community engagement in line with its mission to make quality education accessible to all.
In line with its commitment to lifelong learning and open education, Khazar University encourages students, researchers, and members of the public to access free, high-quality digital learning materials through trusted global open-access platforms.
The following resources are recommended and supported by the University Library and Information Center (LIC):
Khazar University provides free access to its educational resources and facilities for individuals who are not formally enrolled at the university. The Library and Information Center (LIC) welcomes visitors, independent learners, and researchers from other institutions, offering access to digital databases, physical materials, and quiet study spaces.
The University aims to make each visitor’s experience as enriching as possible by maintaining welcoming, well-equipped, and inclusive facilities.
Khazar University Library Network
Khazar University operates several library branches across its campuses:
Neftchilar Campus Library and Information Center (LIC)
The Neftchilar Campus LIC is the main hub for research and learning at Khazar University. It is primarily designed to support teaching, research, and independent study, yet it also welcomes members of the public with specific educational interests.
Visitor Access:
Members of the public are welcome to visit the Library and Information Center individually or in small groups (up to six people) free of charge between 2:00 PM and 4:00 PM, on weekdays and Saturdays, when the LIC is open.
Facilities and Accessibility
The Library Reading Rooms are located on the fifth and sixth floors, with the Circulation Desk on the sixth floor. Computers and headphones are available for use on all floors.
Opening Hours:
8:30 AM – 7:30 PM, Monday to Saturday
Members of the public are welcome to visit the Library and Information Center as individual visitors or in small groups (up to six) free of charge from 2.00pm to 4.00pm on weekdays.


Downtown Campus Library
The Downtown Campus Library primarily serves students and faculty of the Faculties of Education, Humanities and Social Sciences, and Economics and Management. It also welcomes visitors and special borrowers from the broader Khazar community.
As part of its mission to support open learning, the library offers free access to computers, the internet, and reference materials, helping visitors advance their knowledge and research skills.
Located on the third floor of the Khazar University building, the library is generally accessible, though some areas may be difficult to navigate for wheelchair users.

Buzovna Conference and Leisure Center Library
Located in the Buzovna district, the Buzovna Conference and Leisure Center (BCLC) offers a blend of educational and leisure facilities, including a swimming pool, gym, conference hall, and outdoor sports courts. The BCLC Library is an integral part of this center, providing free access to PCs, Wi-Fi, and a wide range of books for adults and children.
The collection covers arts, Azerbaijani history and literature, children’s books, and scientific journals, all linked to the Khazar University Library system.
Facilities Overview:
Baku Dunya School Library (BDSL)
The Dunya School, part of Khazar University’s Education Complex, is an IB World School accredited by the Ministry of Education of Azerbaijan and the International Baccalaureate Organization (IBO).
The library is designed for both students and the public to read, research, and collaborate. It offers an extensive collection of fiction, non-fiction, and electronic resources. Facilities include a computer lab, activity room, storytelling corner, multimedia zone, and a dedicated area for students with disabilities.
Sumgayit Dunya School Library (SDSL)
Established in 2018 as part of the Dunya Education Complex, the Sumgayit Dunya School Library serves children aged 6–11, offering books, multimedia resources, and interactive learning experiences. Located on the second floor, it provides a safe and engaging environment for young readers.
Ganja Dunya School Library
Ganja Dunya School is the only private IB school in Ganja. Its library promotes collaborative learning, critical thinking, and inquiry-based education. Library assistants actively support teachers and students in research projects and digital literacy.
