Rovshan Rahim oglu Ismayilov has been appointed as the Rector of the Academy of Justice of the Ministry of Justice of the Republic of Azerbaijan.

Rovshan Ismayilov was born on May 8, 1971, in Baku. He graduated from the Faculty of Law of BSU in 1994 and has worked as a lecturer at the Department of Constitutional Law of BSU since that year. He has been an Assoc. Prof. since 2006. He was a member of the working group of the Commission for the Preparation of the Constitution of Azerbaijan adopted in 1995.

In 2000, he received the degree of Candidate of Legal Sciences at Odessa National Law Academy, with his scientific work dedicated to the topic "The Institute of Azerbaijani Citizenship." From 1996 to 2001, he was a member of the Council of the European Human Rights Centre (Baku), and from February 1997 to 2003, he worked as a lecturer at Khazar University. In 2002 (February-June) and 2005 (January-August), he conducted scientific research at Indiana University in the US under a scientific sabbatical and the Fulbright Program.

In February 2006, he was appointed as a member of the Central Election Commission by the decision of the National Assembly of the Azerbaijan Republic. From 2008 to 2017, he was a member of the ECRI of the Council of Europe. On June 22, 2010, based on the President's nomination, he was appointed to the position of Judge of the Constitutional Court of the Republic of Azerbaijan by the decision of the National Assembly. Since 2017, he has been a member of the Venice Commission of the Council of Europe.
