Assoc. Prof. Orkhan Valiyev, Head of the Department of Political Science and Philosophy at Khazar University, participated in a public hearing organized by the Ministry of Science and Education on October 23, 2025, to discuss proposals related to science and higher education within the framework of the preparation of the "Socio-Economic Development Strategy of the Republic of Azerbaijan for 2027–2030".

The public hearing discussed the current state of the science and higher education system, development directions and key priority issues. The speeches included proposals on increasing the rates of admission to doctoral studies and the interest of young people in scientific research, strengthening the financial and institutional foundations of scientific activity. The issues of adapting higher education to the labor market, the development of research-oriented universities, as well as the involvement of master's and doctoral students in practical activities were also brought to attention.
