On February 25, 2020, the Turan Information Agency reports that Bayar Dugarsuren, official representative of the Higher Education Policy Department of the Ministry of Education of Mongolia, has sent an official letter to the Ministry of Education of the Republic of Azerbaijan with proposals to develop joint projects. In the letter, on behalf of the department he represents, he kindly requests to provide 10 “free seats” for students from Mongolia.

It is indicated in the report, that according to Dugarsuren’s information given to Turan Agency, he shows a great interest in Khazar University, which is a leader among Azerbaijani universities with regard to universities ranking.
