Jean Monnet Chair is a prestigious award and a teaching post with a specialization in European Union studies for university professors. Jean Monnet Chairs are named after Jean Monnet (1888-1979), one of the main architects of European integration. As a French politician and diplomat, he drafted the Schuman Plan (1950) that sketched a blueprint for the European Coal and Steel Community (ECSC), a predecessor institution of today’s European Union. He went on to serve as the first President of the High Authority of the ECSC (1952-55), which would later become the European Commission.
In 2014, the Head of our Department Assoc. Prof. Dr. Mukhtar Hajizada was awarded the Jean Monnet Chair. The mission of the Jean Monnet Chair of our Department is to further deepen teaching in EU studies by introducing non-formal and innovative teaching techniques in the instruction. In addition to teaching, the project intends to promote research and learning on European integration and to promote discussion on contemporary European issues among students and the general public; and to facilitate the exchange of expertise among the scholars of EU studies.
We intend to foster research cooperation among the Azerbaijani scholars and postgraduate researchers by providing the services of the EU Studies Centre and by establishing a platform of researchers and scholars. The collaborative initiative within the framework of this project will culminate in an international conference, the first of its kind in Azerbaijan, to promote discussion on European integration. The conference will bring together scholars and practitioners.
We regularly host a series of events, titled European Seminars, delivered by authoritative experts, practitioners, scholars and professors in EU matters to share their expertise with the Azerbaijani audience. The series are free and open to the academic community and the public.

8 February 2016

Dr. Mukhtar Hajizada, Jean Monnet Chair and the Head of Department of Political Science and International Relations at Khazar University, participated in the event. He made a presentation in which he mentioned the reasons placing Azerbaijan on the political, cultural and legal map of Europe and emphasized the role of the cultural and social activities carried by the Azerbaijani government in that regard. He highlighted the opportunities offered by the revised European Neighbourhood Policy which allows the EU and its partners to cooperate on areas of common interest –areas both sides feel comfortable dealing with, including increased cooperation in the sectors of trade, projects, economic development, and governance. Dr. Hajizada argued that the existing cooperation in the energy sector should not be taken for granted since the success of the European Union, an exemplary model of regional integration, became possible starting with cooperation in the energy sector following the end of the Second World War and the signing of peace agreements. He emphasized the necessity for the EU to step up its role in the Nagorno Karabagh peace process in trying to find a way to bring justice to the violations of international law and the grave breaches of international human rights law as a result of which hundreds of thousands of Azerbaijanis have suffered and continue suffering. Given the diverse representation of the audience, Dr. Hajizada suggested the establishment of EU Information and Resource Centers in Azerbaijan, which was welcomed by the EU and Azerbaijani officials.
The panel, moderated by Amanda Paul, analyzed Azerbaijani-EU relations and the prospects of future cooperation following the review of the European Neighbourhood Policy. Among the speakers were Dirk Schuebel, Head of the Division of Bilateral Relations with the Eastern Partnership Countries at the European External Action Service, Svante Cornell, Director of the Central Asia-Caucasus Institute and Silk Road Studies Programme at Johns Hopkins University, and Michel Ivor, Director of The Caucasus Interface.

Dr. Weaver talked about how Azerbaijan is a strategically important partner to the European Union in the region.
The presentation was followed by a lively discussion with contributions being made by the participants including the university leadership, senior academics, and students as well as exchange students.
